Refuge’s fears over change to benefits

A CENTRE that offers refuge to victims of domestic violence are hoping changes to the benefit system won’t affect them.
Swindon Women’s Aid is working with Women’s Aid nationally in asking the government to take action to ensure that the changes will not have a detrimental impact on the UK’s network of refuge services.
Both the introduction of Universal Credit and the benefit cap could seriously threaten the survival of local refuge services if they are not specifically protected.
The Government has stated that if refuge services fall within the definition of ‘exempt accommodation’ under current Housing Benefit rules, housing costs for residents will be met locally, outside of Universal Credit. This will not count in the calculation of the benefit cap.
However, there is concern that many refuges across the country do not fit the criteria for ‘exempt accommodation’ and will therefore be under threat from the changes.
Swindon Council, who offer exemption on council tax, have said they will be awaiting the outcome of the pilots which will begin in four boroughs of London in April and are waiting further guidance from Government DWP in relation to implementing this later in the year.
Speaking about concerns for refuge services Olwen Kelly, director of Swindon Women’s Aid said “The implementation of Universal Credit in April 2013 will negatively impact on the ability of victims and their children to flee violence and access emergency refuge accommodation.
“Universal Credit will impose a cap on benefits which will mean victims will not be able to pay rent for both an emergency refuge space and the property from which they are currently fleeing, but hope to return to.
“To complicate issues further, the government’s introduction of a monthly assessment – which only calculates entitlement at the end of each month, will mean those staying in refuges for a short period of time and who leave before the end of a month will potentially not get any payment.
“This will mean the refuge won’t receive any income, which they rely on to provide staff and support services to victims.
“The introduction of Universal Credit will potentially close many UK refuges and support services and put victims and children at greater risk of violence and homicide.
“While the council has been gracious by exempting us from council tax , the universal credit is a separate matter.
“Unless locally they choose to protect domestic violence victims from the rules of capping, we will suffer through loss of income.”
Swindon Women’s Aid is urging local people to sign the Women’s Aid national petition for government to make all UK Refuges exempt accommodation so they can continue to protect and support victims and children fleeing violence.

Even more appalling, where there are children involved, judges often actually order the mothers and their children to have contact with convicted criminal fathers who will *obviously* repeat their crimes and be a wholly negative, violent and dangerous part of those people's lives.
The entire thinking behind the judiciary's decisions is cruelly - and sometimes fatally - wrong.

Prevention is the only real way forward and people have to make their own choices and decisions.
All we do as a society is treat the symptoms and the taxpayer foots the bill through a victim-centric focus.
I accept there are severe cases, but they represent less than 20% of the cases then society has to step in.
However if you speak to women refuge centres, there are some women who use their services that are more violent than the men they left. If they're using drugs many refuge centres will refuse them along with many shelters offering accommodation from 17.00 to 09.00 not working hours.
If an OAP has to see their winter fuel allowance reduced or pay for a TV license after 2015, some families stop receiving child benefit because one partner earns £50,000 while another couple earns £99,000 by two incomes and continues to receive the benefit , public services continue to be cut, or benefits reduced down by inflation every year because the Government only increases them by 1% a year, why shouldn't domestic violence refuges contribute towards the austerity measures we currently find ourselves in?

Universal credit will be a nightmare. Paying all the benefit money to one person, how many will actually make sure they pay the rent and council tax first and feed their kids before they hed off to pub or betting shop. Yes its a good idea to try and give people more responsibility but most dont have a clue what it means. Evictions will rise thats for sure. Madness
Back then it was usually the man of the house who got the benefits. Most would pick up their money (cash on those days) then head straight next door to the pub.
One day, a "regular" got his money. As the cashier handed over the cash, a woman's hand suddenly reached out and grabbed the money, she saying "I'll have that! He's not chucking it down his neck then p******g it down the lavvy pan!". It was the man's long-suffering wife who had enough of struggling to feed the kids while her husband spent all the money on booze.
Looks like this is a retro step back to those days.

Too much, too soon and no real grass roots understanding of what these changes are going to do, if you'd seen how it was, you wouldn't impose it again.

That said I do agree with DVopinion that all areas of the welfare state have to share the responsibilty for reducing the amount spent in that area. No matter how much we would like to help people, if the money isnt physically available there isnt much we can do about it and people have to accept that. We all have to make savings and that includes benefits. Yes we also need to hit the scroungers hard (and the tax avoiders) but those who "need" benefits also have to accept it isnt a bottomless pit and we cant bankrupt the country for just one area of the economy which would finish up 10 times worse off after the inevitable collapse.

Even if you sent down offenders for 5, 10, 15 years or LIFE do you really think domestic violence would be solved or even substantially lessened?
Er, yes. A domestic abuser cannot continue to beat up his or her partner and children if they are locked in a cell for 5 years. Of course, if they were actually given life then you remove that particular problem altogether. Unfortunately, people who have multiple convictions for domestic violence against numerous different partners still don't see the inside of a cell. How might you expect them to see the error of their ways and stop their behaviour? Short answer: they won't.
Prevention is the only real way forward and people have to make their own choices and decisions.
But that's the problem, plenty of people choose and decide to batter and abuse those around them. They are pitiful cowards who will only modify their behaviour when it because more inconvenient to them to keep doing it than to stop doing it.
Decades of the 'ask them nicely and try to understand them' approach has resulted in record levels of domestic violent and an escalating level of the seriousness of the violence. Not very impressive.

Within Universal Credit, all money will be paid to ONE person in the household. Heaven help a vulnerable woman sharing a house with someone controlling under this ''bright idea"!!
