FLY-TIPPING may be on the rise as a huge quantity of green waste has been found and removed outside Liden Primary school this week.

On Monday the pile was reported to the council, who left it in place for four days while they attempted to identify the culprit.

After failing to do so, the pile was removed on Thursday.

While the council have previously stated they would not clean up green waste if dumped around the town, if it is hazardous or in a prominent location they say they will act.

Coun Derique Montaut (Lab, Liden and Eldene) is concerned the recent introduction of a charge on green waste will see such instances increasing in the town.

“It is the worst case of fly-tipping I have seen, and it is just another instance in Liden of tipping of green waste as the result of the introduction of the policy to charge for collection of green bins,” he said.

“People are increasingly dumping their waste, and as a result they are turning our streets into this unsightly situation.

“Our streets are being used as a dumping ground.”

Coun Montaut added that the green waste policy was not only leading to an increase in fly-tipping but putting unsustainable pressure on the Cheney Manor recycling centre.

“As a result of bringing in this policy to claw money back we are seeing an increasing number of people tipping,” he said.

“To compound the problem the site where people bring their waste in Cheney Manor is seeing horrendous queues of traffic building up, which is causing futher pollution, annoyance and aggravation. It is irresponsible and cannot be tolerated.

“The administration are now looking at the possibility of opening up another site, which is an admission that their policies have gone wrong.

“What is concerning is this is waste dumped outside a school and is setting a terrible example, which makes it harder to accept.

“Do we want to show an image of Swindon as a dirty town?

“This is on a main road through the area and in plainsight, and it just encourages other people so we get more of it. The administration are being very irresponsible about this.”

A spokesman for Swindon Council said: “The waste pile was reported to us by the local residents’ association on Monday, and we cleared it away four days later on the Thursday.

“With the agreement of the association, we left the waste in place for a couple of days after it was first reported to us in the hope that we could identify who had dumped it and get them to clear up the mess they had created.

“Although we investigated, we couldn’t find out who was responsible, so our crews moved it shortly afterwards.

“What we did is entirely in line with our stated policy.”

Given the volume of waste it is likely that would have been dumped regardless of the green waste collection policy as the culprit would never have been able to bag most of that for collection.

It could also quite easily have been dumped by a business to avoid taking to a proper disposal site and thus paying the fees due.

That said the councils policy was badly thought out, badly consulted on and badly implemented.

There are about 6 households on our estate that I know of with green bins. Like many people I just chuck it in the black wheelie bin and let the council sort it out that way.

Agreed , they are quite good but there are plenty of suitable ones all over Swindon if one just takes the trouble to look ! It`s only fair that flytipping is scattered around !

Although I am against green waste charges, this instance of fly tipping looks the work of those who would have done this anyway. It was a van load full tipped up and dumped by the amount of it. I saw it when out with my dog and it was far more than would be collected by the council.

Do not think this waste would go into the green bags .we have one green wheelie bin that i can see in Devon rd they come to empt this one bin .On today's adver letter page there is a mention of our waste problems and asking us to contact Eric Pickles i did this about green waste .Had a very nice reply but sadly my garden waste now goes into the black bin .I do have 3 of the councils composters .

The Tories are constantly telling us how great they are and are not putting txes up. This of course is coupled with cuts to public services.
That said your last point is valid. People critical of policies should cine up with their alternatives.

If Everyman and his dog could see this was going to happen, why couldn't he and the council see it? It makes you wonder just what else these imbeciles (who call themselves Councillors) can't see and how much of our hard earned money they actually waste.
From reading the above posts (and others posted in relation to the problems caused by the introduction of the paid for Green Waste Collection), most residents now seem to be disposing of their green waste in their black bins. It seems the council have way underestimated (again!!!) the £147,000 they state will cover the extra landfill charges brought about by the minority (as they say) who will dispose of their Green Waste in their Black Bins
I also note Cllr. Renard and Cllr. Hurley have failed to comment in the Adver regarding the Green Waste Issues, Vast queues at the HWRC and increased fly -tipping, despite being invited to do so.
I strongly believe Cllr. Renard should be sacked over this as it's clear he's not fit for purpose

So the particular resident doing this obviously thinks it's perfectly ok for him to carry on seeing as Swindon Borough Council will eventually turn up & take it away for him,whilst law abiding residents will put it in their cars & take it to the tip! We personally do not see why we should have to pay for a green bin most boroughs DO NOT!!!

yet again shows how out of touch this half baked council is.I emailed them about them withdrawing recycling services in January...I emailed the supposed person in charge who chose to ignore me, i emailed the council "customer" services who also ignored me..so i emailed again a couple of months later and a few weeks after that someone contacted me to say that Swindon residents are very happy to welcome these recycling changes..they are a sham and not fit for purpose.. get them sacked and get people in that can do the job .This wasteful council also got agency staff in to man the phones to explain to people how the new lack of recycling was going to affect them....wonder how much that cost the council taxpayer as the wages offered were decent.

The new plant at Cheney Manor is supposed to be capable of converting 95% of the land fill waste into fuel pellets. Whilst I believe that number is grossly inflated, the garden rubbish that goes into the black wheelie bin should be able to be converted to fuel pellets. So there should be no increase to land fill tax from green rubbish in the black wheelie bin.

Well I confess my green waste now ends in with the black bins. Ive even got a routine where I cut my grass on or just after bin day. This gives two weeks for the grass to decompose just before next bin day. And a full sack of grass will lose at least 2/3 of its volume in that period.

Dog bins are paid for from the parish fee, not central council funds AFAIK...
