'Spy cameras are targeting teens'

A CAMPAIGNING civil rights activist has spoken out over the growing amount of covert surveillance in Swindon.

Andy Newman, a spokesman for Swindon Stop the War Coalition, says Swindon Council should think twice before they create a culture in the town where the local authority criminalises youths by spying on them.

He says he decided to speak out after reading an Advertiser investigation that found the council had used a law passed under anti-terror legislation, called Regulatory Investigatory Powers Act (RIPA), to conduct 13 separate spy missions on suspected tagging teenagers last year.

He believes that because the council passes on photographic and video evidence of teenagers onto police they are unnecessarily putting children on the ‘wrong side of the law’.

He reckons the strategy may end up making things worse for everyone by turning ‘teenage hijinks’ into criminal behaviour.

He said: “Everyone does bad things when they are kids but it is a phase most grow out of.

“But now the council seem to be criminalising these kids by trying to catch them in the act and turning them over to the police.

“This isn’t a deterrent like speed cameras, because these cameras are not visible – it seems like they are more about catching people in the act.

“The question is, as a society do we really want to be putting our children on the wrong side of the law by spying on them?

“A lot of the things like graffiti that the council are spying on kids for were considered teenage hijinks 10-years ago but now we are trying to convict teenagers in the criminal justice system for it.

“These civil rights infringements are being justified by telling us they are there to protect society from bombers and terrorists.

“But look at our local authorities, now they are using them to hide cameras around town in an attempt to catch teenagers spraying paint on walls.”

During the Advertiser investigation the council was also found to have used secret cameras unsuccessfully last year to catch people causing criminal damage and twice this year for fly-tipping in what the council deem as problem areas.

Councillor Brian Mattock (Con, Old Town and Lawns), cabinet member for local environment and sustainability, says the cameras have cut graffiti by 50 per cent since last year.

He said: “If residents are saying the local authority should reduce the level of graffiti it’s up to the council to find ways of achieving that.

“The council are not criminalising youths – people of any age could be committing acts of graffiti or fly-tipping.

“Rules are there for us to use, and camera deployment is not being taken lightly, it has to be a director grade level who make the decisions on whether to use RIPA or not.

“We always make sure we follow all the requirements set out in the law.”

The likes of Newman make me sick. God help this country if it was filled with do-gooding wets like him, fortunately it isn't.
If the youth didn't offend so often then there would be no need for surveillance cameras. The problem is that it is the youth who do cause most of the problems, so they only have themselves to blame. It's a pity Newman can't see this wrapped up in his cozy parallel universe. He wants to come in to the real world without his rose tinted spectacles.

Changing the subject I see posts are well down from usual! Nothing to do with the awful new website I suppose!

Funny you should say that Grumps - I noted that and commented on another post - its either the awful site and the mafia controls in place to get to the stage to post at all or its the banal content of the articles to start with - I'd wager its a mixture of both but if pushed I'd go for the awful site - and is it me but you can't easily get back to all the other topics after you've posted? just about to fill in the nauseous security word so i can post this!

Kids knowing that a little camera is watching over them is not such a bad idea imho. If you are doing nothing wrong then there is nothing to fear. Also how many peodiphilles are likely to stalk an area with a camera there? Cameras can protect kids too.

I worked in Argos before I had the kids and one of my jobs was to man the security radio and to keep an eye on the CCTV in the office. It's very amusing watching. Do you know how many people actually pick their nose or have hungry bum syndrome :D

Pots just seem to disappear or take hours to be placed in the comments section. Sometimes in the summary it says for example 'comments 14' then when you open the article there are only 5. The site itself is not being updated with fresh stories and seems to have been 'dumbed down' if that was at all possible.

The site does seem overly complicated. The easiest way to get the full story list is to click on the symbol next to news. As for Cameras as has been said, nothing to fear, if you're doing nothing wrong. We are all under surveillance. I read somewhere that there is a security camera for every 14 people. I do however feel that using this act is an abuse and I know HMG are seeking to review council activity on this. Mind you I don't suppose it will be a priority. I have always been in favour of having a website to Name and Shame those committing crime. I would suspect that this would be a far more effective deterrent than the current system of asbo's and a lot cheaper. It is of course UKIP's policy to repeal the Human Rights Act and adopt a citizens responsibility type of charter.

Not wishing to comment Andy Newmans looney left do gooding rants I will leave it here.
I do however find this new web design terrible, as I have made one or two comments and nothing has appeared. I also note that some of the stories make refernce to the number of comments and then when you go to read them there are only part of the number displayed. This web page is truly awful.

Mr Newman seems think that some criminal acts are acceptable, it would seem.

If the council pass on photographic evidence of teenagers breaking the law then I'm afraid it's those teenagers who have put themselves 'on the wrong side of the law', not the cameras that catch them in the act.

I'm sorry Mr Newman, but while I have a deep mistrust of this government and the use of these supposed 'anti-terrorist' laws, if kids are engaging in criminal behaviour then they are criminals - regardless of how they're caught.

What worries me about Mr Newman's comments are that they seem to imply that some criminal behaviour (such as fly postering notices about Stop The War rallies, eh Mr Newman?) is OK while other criminal behaviour is not.

For example, I bet if these spy cameras caught some local youths calling others 'racist' names Mr Newman would be calling for the kids involved to be flogged in public.
