Council won't increase parking charges

PARKING charges will not be raised in Swindon despite the Government calling for councils to raise rates to reduce congestion.

Coun Peter Greenhalgh, (Con, Freshbrook and Grange Park) the cabinet member for highways, transport and strategic planning, said the charges would be frozen for the time being as drivers were already being hit hard by all kinds of rising costs.

He made the statements after John Healey, the Local Government Minister, said that councils should raise their parking fees to force people out of their cars and on to public transport.

Following those comments Andrew Davis, the director of the Environmental Transport Association, said the land used for the car parks would be worth more if it was used for something else, such as office space.

He said: “Our own research revealed that in most cases parking is subsidised.

“Local businesses often object to parking charges, but the car park that is constantly full because it is too cheap is not bringing custom to local shops.”

The ETA believes that when parking charges are part of a well-thought-through transport policy, they can have a positive environmental benefit by encouraging people to walk and cycle more.

But Coun Greenhalgh said the people of Swindon were already being forced to fork out more for fuel and food, because of the worldwide credit crunch.

He said: “The ETA would be better placed lobbying for more Government subsidies for public transport so that people have another alternative other than driving.

“I find it astonishing at this time when people are feeling the effects of a recession that they would come up with a solution stopping people travelling to the town centre.”

He added that to subsidise the average bus route it costs the council £150,000 and although the Government does give subsidies, they are not enough.

Coun Greenhalgh also said that parking charges are under constant review by the council but as they were reviewed for the last budget the next review should not be occurring until 2011.

Coun Derique Montaut (Lab, Central), the shadow cabinet member for transport, said he also believed the comments came at an unfortunate time.

He said: “If you are talking about congestion the Government’s plan makes sense. But I think it has come at an unfortunate time as people are feeling the effects of a negative economic climate.”

Blimey that's almost labour bashing. Perhaps he learnt from the BPF press conference that not everything NL is wonderful, as he sees it, I hasten to add.

don't we love this thinking: increase parking charges to reduce congestion, how does it work?
well by forcing people out of town? very good for business I guess
I rather suggest the Town to build better transportation in Swindon, that would help with the congestion

I occasionally park in Brunel West, and the parking has only recently increased there already. It's actually cheaper to park in central Hammersmith all day then to park in Swindon.

I get the bus and never have any probs, although bus fares for children are extortionate ever since our OAPs have travelled free, which I think is out of order.

Unfortunately, that's the name of the game. They have to make the money back - one has to consider that companies like Arriva are scrapping routes because of all the free pass travellers driving away fare-paying customers by taking all the space on the bus and making it unprofitable!

So if they agree with what NL say then they are just toeing the party line. If they don't and show some gumption then they are learning from the BPF!

Labour only know how to raise taxes, it's their 'answer' to everything.

Let's not forget, all Council owned car parks (which is pretty much all of them in Swindon) are *our* land. We own it.

Parking charges are simply yet another tax - a tax on using our own land to park on. Just like Residents Parking Permits are a tax on using our own land to park on.

At a time when Labour's tax grab on petrol is around 75p per litre, car tax is at its highest level ever (and about to get much higher) it's literally astonishing that Labour are calling for higher car parking charges - do they really not think they've punished motorists enough?

Clearly not.

Even more astonishing is the thought that some motorists might still be tempted to vote for these Labour ***** at the next election. Some people just never learn.

PP the point I was making was that the Councillor supported the perverse logic that removing rate relief on empty properties would false down rental charges, which is patently wrong, it has literally forced the demolition of these buildings, not just in Swindon but Nation Wide. It has also called a halt to regeneration projects, because Developers don't like the idea of having to pay hundreds of thousands in rates on empty new buildings.

So why would increased parking charges reduce congestion. If drivers have to come to town to work, they may have no option but to pay the charge, those who don't have to come to Swindon won't, choosing to go to out of town shopping areas, creating further economic downturn for the centre already under strain. The Councillor is not saying the charges are wrong, just 'coming at the wrong time'. The same logic surely should have been applied to the Empty Building Tax. The net result would be the same.
