POLITICIANS across Swindon have condemned a developer who has gone straight to the Government for a final say on its scheme.

The Swindon Gateway Partnership wants to build more than 1,500 homes and a university campus on land at Coate – between the M4, Marlborough Road and Coate Water.

An initial plan for the site was hatched in August last year.

Since then council officers have been in talks with the partnership over concerns about the fine detail of the plan.

By June, the developer had appointed consultants to revamp its plans which were put to the council.

They included provision for a university at the site although the firm refused to say which institution it would be. Now, three months on from submitting tweaked plans, the partnership has appealed to the Government for a decision – meaning elected Swindon councillors will not take the final decision on the project.

“A planning application was submitted to the local authority last year, who have unfortunately failed to reach a decision,” said Richard Briggs, managing director of Persimmon Homes special projects.

“This has left us no other option, but to submit an appeal. The appeal submitted is fully compliant with local planning policy and so we are confident the planning inspector will issue consent. When submitting our outline application, we followed the national guidelines set and met all requirements by detailing our design parameters.”

The site was earmarked for a university campus years ago but when the University of Bath pulled the plug on the scheme last February, the site’s future was cast into doubt.

Since then Swindon Council has been in talks with the University of the West of England about establishing a town centre campus. No deal has yet been struck.

“We have always said that we wouldn’t accept a housing development there without a university – it was also one of our 50 Promises to Swindon in 2004, that we would protect the special character of Coate. And we wouldn’t agree to anything that would compromise that,” said council leader Rod Bluh.

He added that worries over the project’s design and proposals to protect Coate Water, were not strong enough.

“The bottom line here is that officers have been concerned about this because it’s a very poor application.”

Councillor Kevin Small (Lab, Western) is the leader of the Labour group on Swindon Council.

He said: “I’m very disappointed that they have chosen to bypass local democratic decision making.

“It gives a clear indication to me that they have no interest in Swindon.

“The Labour group is opposed to the development on this site, and now there’s a plan for a university in the centre of town there is no longer any need for development here.”

And Councillor Stan Pajak, (Lib Dem, Eastcott), leader of the Liberal Democrats on Swindon Council, said: “I am totally opposed to what this partnership is doing – it sounds like they are trying to buck the system and not allow councillors to have their say.

“From what I have seen so far I fear the Environment Secretary may make the wrong decision on this.”

Despite the issue now going to the Government the council’s planning committee will still consider the plan.

Whatever decision it makes on the plan will be fed back to government, as it considers whether or not to approve the scheme.

Quite so Nuddy2! but as myself and others have commented on here before with reference to those such as the "Longcot one" who want to "save Coate" whatever that means! is that what has now happened wouild happen - the developers will appeal and the project will proceed whether "Swampy & Co" from Swindon like it or not -

Let's be honest, there aren't many things of any value in Swindon - in fact I think I could count them on one hand, this including Coate Water.

Let's forget the wacky idea of a university (who wants to go to the University of Swindon anyway) and encourage the council to grow and pair and employ a five mile buffer zone around Coate.

Sheridon & Atomic - it's just a shame that the developers don't have a university partner since UofB pulled out. All they have is plans for houses and a promise - should a uni come along... Meantime they're still pushing to build the houses..

All this hand wringing. What on earth do the Council expect. They and their now 2 other party allies have sat back and watched why HMG and the EU have eroded local democracy.

Didn't they notice that the RDA's and the new agency:
The Homes and Communities Agency (HCA) has named nine Regional Directors and three Corporate Directors as part of its senior team when it begins operating in early December.  They will have a staff of 900 and a budget of a staggering £5 billion, and will basically take over from LA's when it comes to housing and other developments involving housing. SBC will have little or no say.

Objecting to approved proposals will just be futile and of course cost tax payers money.

This is all part of the previously mentioned Le Manche Project. You can bury your head in the sand but the facts are out there.

The developers have a Land Bank which lasts 5 years.Once they get planning permission they do not have to build immediately. This can be renewed.
That is why we must say NO to building at Coate.

flicky, I passionately believe in local democracy, however in is a pretence by all concerned in the article to believe there is anything they can do to stop this approval.

The rules as introduced by Mrs Snegrove's Government on the direction of the EU simply will prevail. It matters not that they have 5 years in the end. The only thing that will stop it is a change of Government who are not afraid of the EU, there is only one such Government and that would be a UKIP one.

If you really believe Coate is worth fighting for then join the fight to rid Britain of the EU, join UKIP. We are holding an European Election Strategy meeting on October 14th at the Nightingale Hotel where several MEP candidates for our region will be present.

Anyone who wants to help will be welcome it starts at 7pm.

I know its not JP Morgan who Tony greased up but Gateway are probably as good as it gets at your level. You only have to look at the awful bodged mess of unrelated buildings that passes as our beloved town centre to see that SBC have not got the first idea about planning - I'm amazed Gateway have taken so long to give SBC the V sign.

Bobfm - there is still much that can be done to re-designate the land under threat from development at Coate/Badbury Wick to take account of its high landscape value etc etc. At both of the last two development plan inquiries (I was there giving evidence), the government inspectors only agreed that the land in question might be allocated for development because of the University of Bath's insistence that it was "Coate or nothing". The local plan policy in place is an enabling one for a university - the land does not have to be given over to houses. Government and EU planning policy does not dictate that all green spaces must be built on!

Persimmon Homes and Redrow Homes need to come clean - which university is interested in developing the land and would the uni get funding? Given the reasons why the UoB pulled out (the housing developers reduced the land area proposed for the university & government changed its priorities for funding tertiary education), I can't see any university taking up the offer.

The worrying thing is if it is like any of the other so called developments in Swindon the developers/new swindon company will board up the whole of coate water for 2-3 years whilst they work out what too do.

Who owns the land at the moment?

At the moment coate is owned by the council!!!

and there not funding enuogh!!!

you can tell just by walking around that they need to re do the bath ways!!!

Stfc - they can't build on something that's already built on and a hole is a cavity in the ground so I don't think you can call Highworth a hole as there are structures that reach up from the ground rather than open downwards as in a hole - e.g an underground cave - or a pot-hole ,well etc.

Coate WATER COUNTRY PARK is owned by the council. Coate is not - the fields around the country park, proposed for development, are privately owned. For example, if you look at the photo that accompanies this article, the ploughed field next to the country park is proposed for houses. Yes, the development will be that close to Coate Water.

Julia Drown was an excellent MP and took a considerable amount of interest in local issues. I didn't agree with everything she said, but I won't have her and Ibut I wand Coate/Badbury Wickt various planning inquiries, for example.

How many causes can say they have the likes of Ant and Dec supporting them?
Not to mention many celebrities who have a connection with the town; for instance, Gilbert O'Sullivan and Lou Macari
Save coate has gained support from a tremendous number of well-known names.
Believe me, it is not easy getting support from those in the public eye.
Celebrities are very careful over which causes they do and do not support.
Watch the Save Coate celebrity support in the Swindon Advertiser from now on....!

With the housing market in its current state, and the very evident, strong opposition to this monstrous development, it would be great to see if Swindon Council finally unite with the people of the town to stand up to Pissyman and Redrot Hovels.
Let's save some heritage for a change.
Let's lobby the government, instead of just rolling over and kissing arse

Let's hope this news wil focus our minds about what we really want for our town, and unite us in action, whatever that may involve.
Basically, we all want to live in a town with decent amenities and space.
We do NOT want some bigwig in Government to dictate how our town is to be run.
Otherwise, why should we bother to select councillors to represent our views if they can fire only dummy bullets?

It seems labour of cottoned on to the Power of Celebrities gain, remember the weidos Blair use to invite to number 10, to show he was in touch with the people.

This mornings announcement that JK Rawlings has donated £1m to Labour just goes to show how politicians have contempt for the people. The scenario goes like this,. Pick a very popular celebrity, get them onside and then voters will flock to the party, what is even more bizarre it seems to have worked.

If rags to riches, ex Witch (or is she) JKR really cared about child poverty as she claims then she could donate a substantial amount of she 1/2billion fortune to Child Poverty Action, and have a direct effect.

One good thing to come out of this is that now there can't be many people in Swindon who have not heard of the Developers' plans.

How awful for our beloved councillors to have somebody trying to do something against their will! Might give em' some idea of how most of Swindon must feel with some of the decisions they have made. Would have been nice to allow the people of Swindon vote on the Coate developement...and I dont mean by including all the foreigners that have descended on the town that dont even understand the English language, nor all the snotty commuters that have bought a cheap houses here only to commute elsewhere where theres more money, nor the dozens of Londoners that have overspilt into our region. I mean the people that REALLY care about our town!
