STREET traders in Havelock Square say they have the public on their side in the fight to stop Swindon Council evicting them.

Maria and Angelo Carchedi have run the hot dog stall in Havelock Square for the last nine years but have been told that, from February 1, they can no longer trade on the site.

On Monday the Adver reported how Biagio Mazzotta, who runs the neighbouring doughnut stall, has vowed to face prison rather than lose his spot.

The move comes after Swindon Council restructured its policy on street trading.

The new guidelines mean that no street trading will be allowed in Havelock Square and that fast food stalls will find it hard to obtain a licence.

Mrs Carchedi, 53, said: “We have tried to work with the council on this. We have said that we don’t mind moving if we can find another place to go but what are we supposed to do, if they won’t give us anywhere else?

“There are no other jobs out there – there is a recession going on, but the council think this is the time to take away our livelihood.”

The Carchedis carried out a survey of 117 customers last year in which more than 98 per cent said they were angry at the decision to move them on and thought they were a valuable addition to the square.

Mrs Carchedi said: “We have said that if the problem is the smell then we will agree just to cook brockwurst, which is a product that isn’t sold anywhere else in Swindon.

“Our customers want us to stay and I don’t see what harm we are doing. We started a petition on Saturday and we already have more than 600 signatures.”

Lionel Starling, the head of licensing at Swindon Council, said no application for a new site had been received from Mrs Carchedi, but applications would be considered on an individual basis.

The policy adopted by Swindon Council, reads: “Hot food trailers and vans tend to function as portable shop units, operating in isolation. Where it appears that they are being used (or will be used) principally to save on costs relative to competing cafes and take-aways, a street trading consent will not normally be granted.

“Where the infrastructure or trading opportunities are such that a fixed retail unit could not be justified or accommodated, a fast food trailer will be considered for consent.

“Aside from their exclusion from the town centre, there is a presumption against the siting of fast food trailers in residential areas, in the locality of fixed premises with a fast food offer, close to schools or where it would impact adversely on the amenity of the area or otherwise conflict with this policy.”

I am loving the arrogance of the dweeb at Swindon Borough Council who wrote this. Some unreconstructed leftie who thinks it is unfair that these people are just trying to make a little money.

FYI SBC - here is what I do and do not want you to do with food stalls.

I want you to make sure that they are clean and follow all food hygene standards. Thats all I care about.

What I don't want is you enforcing your snooty opinions about their retail strategy.

SBC are hardly experts on trading are they. lets face it, their closure of the covered market so early was a disaster.

I tell you what is really happening here, it’s that the food providers in the retail units who pay massive rents complain to the town centre management that these traders are taking there profits away. The town centre management then lean on the council to get rid of the street traders.

they do a great chilli sauce at that stall. It's the only thing worth going into town for!

But I have to admit that Havelock Square is a complete mess with trees, the statues, bollards, phone boxes, signs and various other things scattered about.

This is on top of the chaviest people you have ever seen who hang about there.

I totally agree with the retail unit renters, whoever they may be.

I'd rather have a town that has at least a few real shops and places to buy food, rather than a town of crappy vans and kiosks.

Lets aim a little higher people.

I dunno some of the hotdog vans I've smelt in the town centre smell pretty poisonous to me.

This Hot-dog stand and the doughnut stand owners should rent the old Burger King establishment and run their business from there.

I think street traders add a little life to an otherwise pretty dire and run down area.

It's a shame they can't move to Wharf Green, but as others have said this would no doubt propmt complaints from the permanent units situationed there.

Wootton basset road.
Plenty of passing trade coming off
the Motorway.
The van In the layby the other side
of Lechlade does a roaring trade
from lorry drivers.

Pav, I normally view your posts as pretty good and have much respect.

This time though I don't understand...what is it these vans bring to our town centre (or any other for that matter) apart from poor quality, unhealthy smelly food.

Tidying and improving the area definitley means getting rid of these stalls, they're horrible.

Maybe our local council could explain as to how this move corresponds to a firm stance against our current economic circumstances?

Driving people out of their businesses and onto the social security scrapheap is preposterous and shows gargantuan levels of fiscal naivety. I’ll have to admit that I’d rather eat a scabby donkey than a hotdog from a burger van (maybe they’re the same thing) but we all (our council predominately) should be doing whatever we can to ensure businesses keep trading.

Anyone with half a brain doesnt venture down there so there is no chance to offend anyone. If you really want an E-Coli burger you can get one and a cheap pint at the weatherspoons to wash it down with.

If you go to any city in the world you will see street traders.

Now, I've never bought a doughnut or a hot dog from these outlets, but I certainly don't begrudge those who might want to.

As for Havelock Square - yes, it is a dump, but I think that is more down to patrons of Iceland, the 99p store, the pawn shop and the random collection of street furniture, rather than these two food outlets.

The crazy little milkshake shop is ace though and I highly recommend it!

What's the bloody point? It's not like the council will do anything with the space. Swindon has hundreds of empty units and this is just adding to the depression which is SWINDON. Instead of throwing your bloody power around, listen to the tax payers (and in this case) RATE payers. As long as they pay rates, this keeps our council tax down, it makes no sense financially or otherwise. Lets be honest, McDonalds a couple of tacky cafes, or a Hot Dog. It makes no sense, now go and do something worthwhile. I'd sign the petition and I don't even like Hot dogs. At least this family isn't signing on to benefits, hard working and providing a service, as it's been trading for 9 years, it must be a profitable one. Now go and sort out the real mess in Swindon (such as your own offices). What a waste of time Swindon Council truly are!

I'm not a customer of these stalls, but it does seem as though the Council is universally adept at closing things, removing things and taking things away from our town centre without ever actually replacing them with anything.

People obviously use these stalls and are prepared to pay money for what they sell. Other people wouldn't dream of eating food from a stall that is unlikely to have the same levels of hygiene as a regular fixed premisis outlet.

If the chavs and criminal fraternity in that area are a problem, arrest them and actually get them off the streets - don't simply close these stalls and move them on elsewhere, that is not dealing with a problem, it's simply sweeping it under the carpet.

When it comes down to it, I'm not bothered whether these stalls stay or go, as I don't use them, but until the Council actually start doing something with the town centre, they may as well stay - because there's not much going on there at all at the moment.

If many more retailers go bust, which they will, I can forsee a time (not long from now) when SBC are actively asking these street traders to return.

It would seem that SBC is just worried about the potential lost of revenue from cafes etc if they loose trade to the mobile food vendors.
This raises a few Qyestions.
The trialers have been in the square for years so why change now.
How much lower (per square foot) is the revenue to the SBC from trailers than fixed units.
Are there sutible empty units in the area that could proovide the services to the public at a similer price.

Walking through the Town Centre today I saw a distinct absence of ANY stalls....and it does look tidier!

free trade is a part of our culture as is street traders--if the food is well cooked and clean then leave them to go about their business.There are some concerns about many of the kebab vans who are run by one community and all supplied from the same source on one of the dirtiest trading estates in Swindon in premises infested by rats--the food hygiene officers rarely visit. The rats thrive there because of the drainage system on that site where the kebab vans are washed out and bits of food are carried into an old style drainage system--perhaps the council leave these people alone because they are not locals.
