A STREET trader has been given a new pitch in the town centre after winning an appeal against eviction.

Biagio Mazzotta, who has run the donut stall in Havelock Square for the past 12 years, was told by Swindon Council’s Licensing Sub Committee at the Civic Offices last night that he will be allowed to continue trading in the town centre – although his menu will have to be restricted.

The committee agreed that the stall can continue to trade in the Parade, near the flower stand, but must limit the hot food and drink on offer to donuts, tea, coffee and cold drinks. Previously the van also sold hotdogs, hamburgers and bacon rolls.

During the hearing, a procedure created a few weeks ago to give street traders a fair chance to voice their opinions in front of a panel, Councillor Bob Wright (Labour, Central), acting for the Mazzottas said street trading was part of Swindon’s history.

He said: “It is a tradition going back all through our history. This is the current generation of street traders. The Mazzottas want to work with the council and are willing to do donuts all year.”

Councillor Eric Shaw, chair of the sub-committee, said: “Mr Mazzotta, you may start trading at the beginning of February at the new location but there will be conditions for the food to be limited to only donuts and hot and cold drinks.”

The decision comes as a relief to Mr Mazzotta who had said previously that he was willing to go to jail rather than lose his spot.

The council told him that he had to give up his pitch by February 1, when all street trading in Havelock Square will cease. He said: “We are very happy with the outcome that was our first choice.

“The donuts are our big seller so we are fine with just doing them.

“We were also happy with the process. We were listened to. We always wanted to work with the council.”

He added that he and his wife Barbara had already received 3,000 names since Christmas on a petition to keep the donut stall in the town centre.

The Mazzottas will now have this pitch for at least a year when their license will once again be reviewed by the council.

Other street traders are also expected to go to appeal after they too have been hit by the council’s new guidelines banning fast food stalls in Havelock Square.

Really, I don't recall street traders in the town centre until probably the mid 80's or possibly later.
Maybe the councillor should revisit his history books, after all the town centre wasn't even pedestrianised until the 1970's.

If preserving Swindons history has become his forte then he should look a bit closer to his own ward - Central, and put his efforts in to doing something positive about the Mechanics Institute, after all he's failed to do so so far.

Bang on nuddy2 - the only street traders I remember were the old fella that used to shout "TIZER GEE-UP-THERE" as he sold the Adver, a cockney selling fake perfume from a suitcase and a fat bloke selling lighters from a tray attached to his belly, "two for a paaaand!".

If that's a tradition worth preserving over the Mechanics then we're sunk.

I bet all the fat spotty muffin topped mingers in the town centre will be breathing a sigh of relief that there doughnut stall has been saved.Perhaps the council could now deal with the illegal immigrants selling fake goods out of suitcases and the stalls offering to unlock stolen mobile phones too?

Not much of a win for Mr Mazzotta really.

He can’t carry on in his existing spot which he has had for 12 years.

He can’t sell all of the lines he does now.

All because the local council wouldn’t know the meaning of the word “fair” if was explained to them with a machine gun.


I am looking forward to seeing the beauteous improvements to Havelock Square once the council have finished improving it. Especially I look forward to seeing them take action against those patrons of the pool club who seem to be far to young to be as drunk as they appear to be.

That's bad news. I had reckoned on 2000 fat and spotty chavs living in the town, but 3000! Perhaps I missed out The Valley, in Penhill - there must be at least a thousand living there.

What is wrong in selling doughnuts
in Havelock Square. They have been there 12 Years. There are more inportant issues for the Council to sort out. Bit like when they turfed the traders out of the Market tent in a hurry they had wonderful plans for it. It still lies empty. Same as the Clock on the Parade what a waste of space that is never worked for Months. This Council have'nt a clue. But the poor old Public still have to pay up.

Gone are the days when swindon had the small things that kept the town alive and attracted villagers here for their bits and bobs-first at the covered market in commercial rd--something for everyone-then the big diy shop next door that had most things folks needed--come to swindon attitude they have shops with everything there. Fleet st market for a bargain before up through the town to the shops where everything was on offer--normans--mc ilroys and everything from modellers needs to all household goods-plenty of cheap cafes for a cuppa and a cake or snack--cheap parking. Then you could get most things easily in swindon--need a thimble--coloured cotton--wool-very few major stores. Every make of car available here from main dealers all family firms. What changed? The visionary councils who drove everyone out--the market traders put indoors became less competitive with high rents and rates. Now hounding out the few free traders left. Re-generation of the town centre--with the age old problem--getting to the town centre and being able to park. The Council do not learn from the big cities where the out of town shopping centres are served by good roads directly off the motorways to attract out of town buyers. Park and rides-Groundwell--wr
oughton--both disasters as they are far from the town--projected park and rides at Juntion 16--the most congested route into swindon Junction 15 is the ideal place--no--houses and a university are top prorities. Sadly our councillors are too busy with politics and regional committees--various boards etc--not to get the best for swindon as they no longer know what goes on here. How pathetic of our Councillor Small to use the death of John Archer as an opportunity to boast of his ward being a labour stronghold--get real voters--look closely at his personal record-bad decisions on top of other bad decisions and highly critical of councillors that have finally given the people a few of the things he promised--and little or no time to deal with issues within his ward. Oblivious to what goes on--bring back councillors that are not in it for the monetary rewards--ones that serve the publics interests.

The pure economics of his new situation will probably put him out of business which is what SBC are probably banking on. I bet the flower stall are thrilled.

Itasmess's comments are absolutely bang on the nail. Anyone who dissagrees, fancy taking a little bet on what the future holds?

The 'vision' for the town centre was/is based on short-termist commercial greed that fails to recognise the gulf between the needs of Swindon's indigenous population and the aspirations of developers and politicians. However, the credit crunch has killed their autocratic plans dead. Why no keep the rents and rates low and let people decide where to shop by letting LOCAL business thrive? If they remove choice (by pricing entrepreneurs out of the area, or using spurious snobbery to remove them), they remove variety and all we'll end up with is a town centre dominated by the usual few big chain names, empty units and a proliferation of Poundlands and Brighthouses... It certainly seems to be EXACTLY whats happened so far. So boring. So predictable. So Swindon.
