Cuts spark fierce debate in council chamber

THE threat to Swindon’s libraries was a hot topic at last night’s heated council meeting.

Budget savings could mean the closure of Old Town library, as well as cuts in funding to the Walcot, Gorse Hill and Even Swindon facilities.

Both Labour and the Lib Dems put forward proposals that they claim would spare the libraries by finding savings elsewhere.

Coun Nick Martin, the cabinet member in charge of libraries, has praised the route taken by Walcot library, where a local community centre has volunteered to staff the facility.

The same scheme could be used in Gorse Hill or Even Swindon, although the Conservative administration is also keen to extend mobile library services.

Labour councillors have drawn up a petition to save Gorse Hill and Even Swindon libraries.

Coun Martin said: “I was almost tempted to sign your petition, I really was, because there was so much in there I agreed with.

“But we have to look very carefully at staffing. Four of our libraries deliver 70 per cent of our book lending and provide a very good service.

“Even Swindon library represents not seven per cent, but 0.7 per cent of the total. The amount of books is very small and the room itself is particularly small.

“Gorse Hill library represents just 0.6 per cent of the book lending.”

But opposition councillors were up in arms at the proposals.

Coun Des Moffatt said: “This is rather important to us, you know. We are not just yapping. It is important to us to make members of the administration understand that in taking the libraries away they are not just taking them away, they are undermining the community in a very real sense.”

Coun Maurice Fanning said: “It’s not just about books, it’s not just about library space – it’s about a community that works.”

Coun Bob Wright stressed how important libraries had been in his life.

He said: “When I was around 28 years old I read my first book. I did that out of curiosity because my father died at the rather young age of 46. I read out of curiousity, to understand life and death. The only way at that time I could afford to further my appetite for learning was the good services of my local library.

Lib Dem leader Stan Pajak spoke up for the libraries, and particularly praised the campaigning on behalf of Old Town Library.

He said: “I remember we have had this debate before. The debate then centred around the administration saying look at its usage figures. The public responded to that. It is still well-used despite the problems with the weather. When you go in there you have a completely different feeling. It’s a community point. It is going to save just £22,000 – hardly anything. It is clear from the petition that the people of Old Town want to keep the library.”

Deputy leader Coun Fionuala Foley said: “A year ago we found one-off finance to save Old Town library. That was a mistake because it was not sustainable.

“We didn’t know the economy was going to go into freefall. We cannot find that saving this year, we just can’t.”

But when it came to the crunch last night the majority of councillors decided the plans for Even Swindon and Walcot just weren’t sustainable with 35 voting against the amendment and just 18 in support of it with two abstentions.

The nails were also slammed into the financial coffin of Old Town and Walcot community libraries with 36 voting against Labours amendments and 18 for. Coun David Glaholm abstained.

The council argued that Even Swindon Library accounts for only 0.7 per cent of book lending in the borough while Gorse Hill accounts for just 0.6 per cent.

One suprise supporter of Labour’s offering was Justin Tomlinson (Con, Abbey Meads).

Coun Tomlinson, former lead member for leisure, recreation and culture was hailed for spearheading the launch of Swindon’s new Central Library last year. He was politically torn by last night’s decision but voted in favour of Labour’s amendments for the sake of the Even Swindon and Gorse Hill libraries. He later voted against the changes to keep Walcot and Old Town’s current levels of service.

When you vote in a Gravy Train group of politicians what more can you expect. Did anyone happen to notice if they have enacted the extra allowances increases to themselves, that the review recommended.

I tried to access the full budget proposals on the website but 'oddly' the appendix 2 appeared to be missing.

What I did note was despite all the claims to the contrary about Swindon's unique 'growth' position that SBC finally acknowledge that their capital programme will have a short fall of £20 million, so there is no money in the coffers except the begging bowl to HMG, which will no doubt come with huge costs to Swindon.

If this is a typical example of the Tories LA policy of working for the people, then heaven help us all if 'Call me Dave' and his party get elected. UKIP are flattered Cameron has stolen so many of UKIP's policy, such as pubs, local accountability, elected Police Chiefs etc. What we are not flattered about is he clearly and it would seem his own group in Swindon, do not have a clue what they mean in reality.

The annual hand wringing ceremony and increase in council tax has again taken place.

We need to take all of our councillors on a bus to tour Hammersmith where the lamp post posters ring out the message that the council tax has been REDUCED by 3%.

Stop the empire building, the stupid canal schemes and CUT, CUT and CUT staff levels again until the only services left are public health and waste collection.

Get the message councillors your staff are just too many for a town of this size.

Sadly, after the hurricane, New Orleans City Council (288,000 population) had to make 50% of their staff redundant and that was just 500 staff redundant. Apply the same percentage to Swindon (200,000 population)and we would have headlines of 6,000 rudundancies.

Start cutting now Mr Martin and then the public might just support you.

I've got the answer.

Stop giving all our council tax to waifs and strays - millions saved - problem solved - won't happen of course.

I worked out that if you take all the sick days at SBC it equates to around 350 plus people on the sick permanently - yes permanently. If they were earning say £15k a year this is more than £5,000,000 - Thats 5 million pounds!?!?

What a surprise PeeveD re-appears as soon as I start re-posting. Rather proves the point of my self imposed exile. No doubt CO will appear shortly.

As for the gravy train, I have already made it clear, if elected as a councillor at any time, I would give my expenses to charity. I suspect most other UKIP candidates in my group would do the same. Serving the public as a local Councillor is voluntary thing, and should not be a means to a job, as 'cabinet councils' are, which is why UKIP would abolish them. Why should rate payers pay 5 councillors a wage, when we spend millions on employing council officers.

Personally I believe we should be paying our councilors. A man who is getting a wage will always be more productive than a man who does the job for free.

I disagree, the largest group of volunteers is school governors. The education system would collapse without them.

Glad to hear the Council have had the guts to make some cuts, particularly the Old Town Library. The whinging from people who will now have to walk an extra bit to get to the new shiny library in the town centre is unbelievable. As an ex-resident of Old Town, now living in Peatmoor, I can assure you I have to travel much further to use a library than you will have to.

There is a balance to be had; teh COuncil Tax payer can't afford to keep everything going and the Council seem to have got some sort of balance going.

Not ideal but there you go; it's hard times at the moment.

All the mainstream parties have non only failed to plan anticipate but more importabtly prepare us and our country for such a critical situation.
This is just symptomatic of the utter uselessness of our "representatives" more preoccupied to stuff their own pockets and pension pots than serving us the electorate.
If I can make a parallel, Swindon, the UK are pretty much facing the same challenges than Germany pre-1933.
If strong actions are not taken rapidly, people will be forced to vote out of mainstream politics, and we know where this lead!

Indeed peatmoor pirate, the council tax payer cannot afford to pay for everything, but I bet the council won't be cutting the funding to lesbian, gay or transgender groups, or anything to do with immigrants, or to anything to do with drug addicts, or anything to do with the endless schemes to make Broadgreen a more 'pleasent' area to live in.Its about time we, the normal hard working tax payer demanded that our hard earned tax revenue was spent on something that benefits us, not vociferous minorities.

Sadly Captain, however much merit you views have in 'fiscal' terms, you will be branded , homophobic, racist and any other 'ist' or 'ism' that can be thrown at you in this PC world we live in.

It is amazing how my party was variously described as Racist and little Englanders etc over our immigration policy announce several years ago, ie a 5 year moratorium on immigration and then a points based system mirroring the Australian model. Now low and behold it seems to be shared by the 3 main parties, in various guises.

That sadly is the nature of our society. Throw the baby out with the bath water.
