Three months to repair Mechanics’

THE MECHANICS’ Institute could soon be back in the hands of the people following an extraordinary intervention by the council.

David Potter, Swindon Council’s director of planning and transport, said yesterday that unless Mathew Singh, the current owner of the historic building in Emlyn Square, completes a series of urgent works the council would take it over.

It means Mr Singh will have to meet a series of stringent deadlines over the next three months to make improvements.

Mr Potter said the works that need to be undertaken would cost more than £1.5m and if they are not completed the council would place a Compulsory Purchase Order (CPO) on the property.

At that point it is believed the authority would team up with undisclosed partners, and the Mechanics’ Trust, to turn the building back into a community centre.

According to Mr Potter, the urgent works include £275,000 to make the building watertight and at least £1m to repair crumbling brick and plaster to ensure the structure’s shell is brought back to an “acceptable standard”.

His comments come only two days after the Adver reported Mr Singh’s plans for the building, which include a 57-room hotel and restaurant.

In the article, the owner of Forefront Estates, said that the council was being “obstructive” towards his plans, and also said he had already ploughed £2m into the south side of the building.

However, in a sharp rebuke to the businessman, the council claimed that many of the building’s threatened areas, outlined in an independent report, have remained largely untouched.

Mr Potter said: “We first put an urgent works notice on the building in 2002 before Mr Singh purchased the building.

“We removed it when he began works almost immediately after taking it over.

“However, another one was put into place in late December 2009 because not enough has been done in the north part of the building where 95 per cent of problems with the building’s structure are.”

Mr Potter said he and his team would be taking an in-depth look at the building’s current state in a matter of days before telling Mr Singh exactly what needed to be done and when.

He added: “We will be putting into place a schedule of works and a reasonable timetable. If works are not done at any time, the council will ensure that they are done.

“If we are forced to do the work ourselves, we will then have to recover the cost.

“At that point, if he is unable to pay or sell the building the council can acquire it.

“I must stress that it would be a win-win to see a successful outcome from the latest urgent works notice.

“If Mr Singh works with us to find a common purpose it could avoid an onerous demand being put on the taxpayer.

“However, we are going through many ‘what if’ exercises with experts at the moment to complete a risk assessment in case that does not occur.”

Daniel Rose, chairman of the Mechanics’ Trust, said the group has already gained listed building consent, and has a business plan.

He said: “We want to develop a hub for the community and English Heritage is a very important part of this plan.

“We need to grab hold of this opportunity.”

Mr Singh said he has offered the council an opportunity to buy the building a number of times.

“Why would the council waste more taxpayers’ money by placing a CPO on the building?

“I have offered them the building at market value on a number of occasions. But the council said it had no money. I remain open to negotiations.

“It is becoming a bit of a headache for me, but I would be surprised if it costs as much as Mr Potter says it will to repair the building.

“He is not a quantity surveyor he is a planner, it won’t be that much. I think we have been very good to the building we have done a lot of work.”

great news but an URGENT works order in 2002 and it is now 2010.... i wont hold my breath. this is part of swindons heritage and should be an attraction not the eyesore it is

So if it is so urgent why did the council not get this work done before Mr Singh took it over and if they take it off of him how long will it take them to get the work done??? And as this building has been offered to the council previously if they were that concerned they would have taken it on, so they were obviously not overly concerned then....so by acting like this now when it has gone too far, is this to try and win over the public.....?????

This can only be good news for the preservation of the site especially if the Council invoke a CPO.

I would have thought the very first priority of the current owner would have been to make the property weatherproof before doing anything else - it would appear that this has not been done according to the article - I wonder why?

At least a CPO would put it back in the ownership of the section of the Community who will do something positive and preserve it - I always fancied it being the Swindon Museum!

It would be great to see the building providing a service to the community as a community centre, as a library, a creche or as a council office etc...
For once I applaude the council for making common sense decision on saving an important part of Swindon historical heritage as it hasn't always been the case....at least it is a start.

Hmmm! Local elections on the horizon, it would look good for the Tories ... another promise to add to their numerous other pie-in-the-sky proposals to try and con the electorate?

They have only the new white elephant library to show for development in town since they took control, and Labour's Council Tax rises paid for that construction!

you are right and of course we need to question why so little has been achieved in Swindon and especially its centre over the last 5 years.

Of course there are hidden agendas - on both sides.

I would rather pay an extra 5£ on the Council Tax to pay for the restoration - however I would object to paying a penny more to subsidise any ethnic or sexually diverse group.

This sounds remarkably like a Council stitch up to me. What's the betting there is a contractor in the wings, who will be handed the building free on the basis they include what the campaigners want, after of course the rate payer picks up the tab.

let singh do with as he wishes.he bought it and has started work so leave the bloke alone.it is the fault of the council past and present that the mechanic got to the state it's in.they could have sorted it out years ago and didn't bother

The Council looked at this in the past and then backed off because of the cost.
Have they suddenly found a new souce of funds-perhaps the Wi Fi?
It's probably a cynical ploy with an eye to the elections-to be dropped afterwards.
Where is the Canal Scheme?

I think I agree with a council action.
as others have stated, I would sooner my council tax was spent on that, than a ridiculous route for the canal.
Matthew Singh stopped making the building weatherproof, when his obscene plans were about to be called in (ODPM)
The town is in desperate need of regeneration, but the outlet village is still popular. People like to shop in interesting, historical surroundings.
Why not use the building as a mall, to link the town with the outlet village? This would not cause any further traffic congestion.
I expect the preservation trust plans are somewhere along these lines.
It should be brought back as a community building

Owners of listed buildings, in Wroughton (Red Barn Cottages) were prevented from putting up hanging baskets.
Owners of terrace cottages, in Marlborough are not allowed to replace cast iron guttering with modern (more reliable, lighter, safer) plastic guttering.
So why should Matthew Singh be allowed to do whatever he likes (Ten storey hotel tower) to a much more significant building?

To be honest, i'm getting really tired of hearing about this bloody building.
The building has been left derelict by the council for how many years???? It is eventually bought Mr Singh and he tries to restore and update it, (obviously not to everyone's taste!)

So Swindon Borough Council and Mechanics Trust if you are so concerned about this building then maybe you should purchase it back from Mr Singh at market rate and do all the work yourself. It's been offered enough times! Does the council have a secret purchaser interested (who obviously doesn't want to pay market rate) and that's why they are looking at a compulsory purchase order. And to Daniel Rose of Chairman of the Mechanics Trust, put up or shut up!

You and me Pav You and me! who else! - bobfm & yeti all make valid remarks amongst others.Mr Singh bought the place because SBC could not afford to renovate it - then once done they proceeded to block every proposal he put forward to make use of the place. Looking in the paper today it has to be said that this joke of a building should just be made into rubble and get rid of it.

The current owner has time and time again attempted to gain permission to develop the building to be blocked by those idiots in the mechanics trust. This building will not work as a community centre the council already has in the area....
1: The Library
2: The Arts Centre (with cinema)
3: Wyvern Theatre
4: Cre8 Studios
5: Swindon Dance (well some funding towards i think?)
6: The Museum
8: Health Hydro

They are not used by the general public as much as the council would like so what makes you think anyone will give a monkies about this? It would be another waste of council tax money. (look at past projects that this would be like... visual arts centre Cardiff... millennium dome hello anyone?) How about tell the mechanics trust to wind your neck in, let the owner develop it and put the money your wasting in planning denials and purchase orders and put it into refurbishing the health hydro, link, oasis, and the rest of the properties that the council own and will not sell that are in dire need of redevelopment.

Oh and don’t get me started on the burnt out building in old town (you know the one I mean!!)

Marcus Cicero, you clearly haven't heard of the empty buildings tax. It is certainly not in Singh's interest to have it empty he will be paying full business rates on it. Hadn't you wondered why SBC/New Swindon Company pulled down so many buildings even though no plans were in place to rebuild anything.

is there an election due, this is just an aging eyesore, totally neglected in its heyday, yet alone now, if the council wants it, let them pay for it out of the bottomless council charge, no, its time this town got real to the idea that the future of this town is more important than a romantic ideal of days bygone, the railway contributes nothing to this town nowadays, we have other reminders of our railway heritage, I wonder what the public would percieve to a memorial to Plessey, Garrards, the car industry, etc, this town is not a single employer dependent town, time we bulldozed the building and allow the present owner to develope it sympathetically with consideration to the surrounding area.

It is true the council could have bought it for a pound, And it is a disgrace the Mechanics Institute has been allowed to get into this present derelict state. Something postive has to be done very soon. But Swindon council is too well known for knocking down listed buildings. I wait with bated breath to so see if this is just talk. Or they will actually save an old very important building. I don't think I will put a bet on it. The Foureyed Poet.

What I cant understand is why SBC is only now deciding to step in ! They did not appear that interested before , so why now!
Also, if they let Mathew Singh develop it and do something with it instead of refusing planning permissions etc, then it would have been well under way re; reconstruction by now.
I think Mathew is probably in limbo as planning applications take time, and its a lengthy process, and if plans get rejected , then the process is repeated.
Mathew Singh is a man of good character and is interested in what people have to say , just a shame that he is stuck in limbo and unable to proceed with sorting out the Mechanics.

Having been a regular drinker in the Glue Pot and watched the sad deterioration of the mechanics for many years I fail to see how putting up a bit of scaffolding from time to time and covering the roof with tarpaulin can possibly have cost £2m.
.
The whole debacle is an embarrassment to the people of Swindon and symptomatic of successive uncaring council regimes.
Maybe, at last someone in SBC has seen sense or has been shamed into action?

Are there two Matthew Singhs?
The one that appeared on the BBC4 Restoration show said he didn't care about what the Swindon people thought.
I'm curious, as to how all these projects are costed.
The Bradon housing estate (3 dimensional buildings + plumbing, electricity supply, drainage etc) cost £5million.
Replacing the paving slabs, in the town centre (basically 2 dimensional construction) cost £4million?
A bit of tarpaulin and some scaffolding costs £2million ?
The Preservation Trust have submitted plans, that have reached full planning approval, and will make the building earn income, but they don't have the funds to start restoration?
Mr Singh allegedly has the funds, but his abhorrent plans were rejected and virtually ODPM'd.
Why doesn't Mr Singh make friends with The Preservation Trust, use their plans, and make everybody happy?
Failing that, a walk through mall, linking the town centre to the outlet village seems like an obvious starting point to me.

SBC refuse planning permission for use as hotel but allow "naff" Hilton stuff. They now want to burden the local council tax payer with the cost of this. This cannot possibly be a priority. This could end up being the most expensive community centre on the planet! Surely let the guy build his hotel with conditions that he has to keep the Grade 2 stuff. Costs us nothing. SBC - Get real!!!!!

How about this for an idea. It's a bit left field but stay with me. A local businessman, a Rikki Hunt for example, approaches SBC and suggets a partnership in a limited company. (Lets call it "Rod the Builder Properties" or RBP for short) RBP then raise cash via a loan from SBC in order to restore and turn into a hotel. From the profits the loan is repaid and dividend split between businessman and SBC. If it fails the businessman is not worried cos he has no financial risk but the council pot is a little lite. PPP at it's best. Only the tax payer exposed. Hold on, this is sounding familiar...

I sincerely hope not, what a tragic waste of a magnificent building that would undoubtedly be.

The use of the term is disingenuous and essentially fraudulent. If allow to become a so-called 'community centre' the building will be used as a coffee morning drop in centre by the 'something for nothing' busy bodies that make up the Mechanics' Trust (a self-serving group of people who masquerade as being for the people of Swindon while in reality are only interested in getting their own way and claiming the building exclusively for their own uses - nobody else will get a look in, rest assured of that).

I wouldn't mind betting that Mr Singh is currently consulting with his lawyers with a view to suing SBC, who, in my view (and that of many others) has treated Mr Singh appallingly.

I understand the Mechanics was offered to the Council for a £ by BR complete with a £75,000 grant and were told a Swindonian 'not interested' by our far sighted council.
Now the Degeneration Twins Messrs Bluh and Young seem to have side stepped this one neatly and handed it over to Planning which comes under the remit of Councillor (I am unusually unopinionated and quiet) Peter Greenhalgh. Oh what has become of you all - has Wi-fi got the better of you and therefore we need a diversion?
