Audit Commission to review wi-fi bid

THE LEADER of Swindon Borough Council has agreed to ask the Audit Commission to review the decision to set up a free wi-fi internet service in the town.

Councillor Rod Bluh (Con) has signed an agreement with the leader of the Labour Group, Coun Derique Montaut, that the £450k loan to Digital City should be referred to the Audit Commission.

The auditors will also be asked to decide whether due process was followed and compliance with best value principles.

The council’s scrutiny committee is set to report back on the issue tonight as well as the audit committee tomorrow night.

It is thought that both parties agreed to sign the agreement in an attempt to bring closure to the issue, which has caused arguments between both sides for many months now.

Swindon Borough Council has also received many queries from members of the public on the issue, which has cost thousands of pounds’ worth of officers’ time to answer.

Councillor Derique Montaut, leader of the Labour group, said: “Naturally, I am very pleased that the leader of the council has finally agreed to ask the district auditor to investigate the wi-fi deal.

“Although I wholeheartedly welcome the leader of the council’s admission that an external enquiry into wi-fi is necessary, I am disappointed that he has taken such a long time to agree to this, which has meant that officer time and taxpayer money has had to be spent investigating all the mistakes that have been made in to wi-fi.

“I have been calling for an external enquiry for months now, because this council needs to focus on the things that matter to all Swindoners, like getting value for money for our council tax payers and ensuring that our public services are working to suit the needs of our townspeople. With the external auditors now investigating the Conservative administration’s wi-fi deal, I believe the council can do this.

“I would also like to add that the Labour Group has always supported the merits of universal wi-fi and will continue to champion the wi-fi scheme.“ But Coun Bluh said he was confident that the Audit Commission would not find anything wrong with the process.

“I have reached an agreement with the Labour Group Leader that as and when the wi-fi project, which is fully supported by both the Conservative and Labour Groups, has been finally cleared by the Scrutiny and Audit Committees then in the interests of allowing the wi-fi project to move forward without further damaging publicity, without incurring additional costs to the taxpayer and to stop the enormous amount of officer time being spent on this issue to date, I will ask the external auditor to confirm the findings of the internal audit report and also to confirm that due process has been followed throughout,” he said.

“It is time to allow this fantastic, innovative opportunity to get properly underway to deliver for Swindon.”

Coun Bluh is standing for re-election in the Dorcan ward. Other candidates standing include: Sarah Bush (Labour), Roger Hiett (British National Party), Clive Hooper (Liberal Demcrat), David Miles (The Green Party), Bob Sheppard (UK Independence Party).

The Audit Commission don't need Mr Bluh's permission to investigate. They've already been asked to do so by members of the public. Mr Montaut has effectively caved in to pressure from Mr Bluh with nothing in return.

Perhaps they could try talking straight and communicating at an adult level.
Then they could try harder to represent the people of Swindon, instead of their own personal interests

I would hope Mr Bluh will be voted out in his ward regardless as to scrutiny or audit reports as there is no doubt this issue was handled very badly--hope the people of Dorcan will choose an honest replacement.

I found it astonishing that it is up to the council leader himself to authorize such an enquiry.
These should be called upon by the voters if necessary not granted under intense pressure
anyway the results will come after the elections, too late to influence the results.

How to win friends and influence people. Wi-fi will undoubtedly return Labour both seats at the election and rid this town of its Council Leader in Dorcan. I still hope that the Scrutiny Committee will still reject this additional loan and wait for the audit commission to adjudicate on the process. Digital City seems to be totally reliant on council funding and input to exist, but I hope to be proven wrong and look forward to being told of major other investment.

Hopefully the audit commission will be totally impartial and unbiased in their report of this wi-fi scandal.
The facts of director now mysteriously not a director, holding company being on Isle of Man, Digital City with no track record and with no risk of their own money for this start up venture, it all just seems a bit too cosy.

The sooner we get powers of recall so that ratepayers(a certain number) can force out difficult or dictatorial, or corrupt, councillors the better.
The same thing applies to dud MP's and there are many of them.

So the Audit Commission is now involved after lengthy debate. Do not assume that it will deliver an objective and unbiased Report, or indeed even be able to sort out the decision trail given the amount of time the Council has now had to get its story sorted out! Only a Public Enquiry would deliver the truth.

Perhaps you did not follow the correct complaints procedure--as the rules are clear--perhaps you could enlighten us all as to what the Ombudman actually said?

I see--this shows that your complaint was about the way the money was spent rather than the way the decision was made. Your correct route was a customer complaint and if that was not answered fully and precisely you could have applied to the Courts for permission to apply for a Judicial Review of that decision. This obliges the Council to provide all parties with all relevant information including the Judge at the Royal Courts of Justice who would decide to hear submissions on paper or in person. All the Court has to find is that the correct procedures have not been followed and a review would follow. So Bob--if you are certain the Council are legally obliged to put the wifi project out to tender--rather than funding one without tendering the court would have to agree to judicially teview that decision and rule it illegal.
