Ignore housing targets, councils told

THE Government has effectively torn up regional housing targets for Wiltshire.

Communities Secretary Eric Pickles wrote to all local authorities urging them to ignore top-down targets contained in the UK’s regional spatial strategies (RSS).

The RSS covering Wiltshire and the rest of the south west region has still not been finalised despite six years of political wrangling and multiple drafts, examinations and consultations. Controversially, however, the latest draft said Swindon should provide a total of 34,200 new homes by 2026, and north Wiltshire a further 13,700.

A Bill promising to abolish the targets, and “return decision-making powers on housing and planning to local councils”, was included in the Queen's Speech.

But Mr Pickles said he did not want communities to “wait any longer to start making decisions for themselves”.

In his letter to councils, he said local planning authorities and the Planning Inspectorate – which might otherwise have pushed through developments against the wishes of local councils – should treat his written confirmation that targets would be scrapped as a “material planning consideration” in any future decisions.

A spokesman for the Department for Communities and Local Government said the letter would provide cover for Wiltshire councils to discount the RSS when taking planning decisions, even though the Decentralisation and Localism Bill, which would formally abolish the strategy, is not expected to come into force until next year.

Mr Pickles said: “I’ve promised to use legislation to stop local communities being bossed around by unaccountable regional quangos, but I’m not going to make communities wait any longer to start making decisions for themselves. That’s why I have written to all councils to let them know from today they can make decisions about new building in their area in the knowledge regional strategies and the unelected regional assemblies will soon be history.”

Last month, Swindon MPs Justin Tomlinson (North Swindon) and Robert Buckland (South Swindon), both of whom were elected for the first time on May 6, were advised by campaign group Shelter that long waits for council housing, difficulties getting on the property ladder and overcrowded homes would feature among their constituents’ most common complaints.

The housing charity, releasing the results of a survey of 150 MPs carried out before the general election, said almost three quarters (72%) had agreed that housing was one of the top three problems raised by their constituents while half (49%) agreed that housing was the most common problem for which constituents sought assistance.

Good news and another sensible directive, now all SBC has got to do is treat applications fairly.

Itsamess - SBC will only have a chance to do so once it is free of the shackles imposed on this once great country by the unelected bureaucracy in Brussels ! A bureaucracy that was further encouraged by Nu-liebore!

Unfortunately, I don't think we will see any great improvement under the yellow coalition !!

Well i agree on brussels--but i do believe the parties in power will do far better than the 13 years of destruction labour gave to this country. There is a very good mix of politicians between them--and at least they can agree some common policies--lets hope it works--it has to

Who dat, I think you have a lot of faith in SBC even if they were allowed to. The problem is they dont know how to (I used to work there so I am vey well aware of their capability or not as the case may be). There is also the question of why are there over 10,000 people on the housing waiting list. Who are these people and why are they there and can they themselves do anything to help get off the list? With only about 500 new tenancies created in social housing each year, they have absolutely no chance of ever clearing it even if they built a house a day for the next 10 years! I fear this will only cause massive problems all round for all concerned. And itsamess in answer to your question, it has nothing to do with being fair its more that they are just incompetant. Take the "partnership" with Capita. The contract they signed was so "wolley" they just put the general jobs that capita would do assuming that they would do all the other jobs related to it without actually specifying them. Of course once Capita got here they just said these arent in the contract so we want more money for doing them, so now we are actually paying more to them than it was costing us to do it ourselves! Not to mention all the ill feeling between Capita and SBC staff and the reduction in service they provide because all they think about is making a profit (they made £147million last year. And do you want the best bit? The senior SBC officers who negotiated the pathetic contract now all work for Capita! Absolutely scandelous! So we have no chance of getting any of this sorted.

real -life, nothing new, senior managers putting themselves first it happened in Cirencester when the properties were handed over, but not untul several millions were spent up grading them, leaving little maintenance for a number of years. The then Director of housing became the CEO of the housing association at twice the salary.

Real-life

For some time now the Council has transferred control to outside companies and Council officers were transferred to key positions and did well financially. Likewise when services are privatised the same staff are used and costs increase with no difference in performance. As a result the Council also has to set up committees and appoint more managers to monitor these companies--meaning significant rises in costs for reduced services. The main problem being the general public just do not know what is going on--nor how to raise concerns. How to get the truth from the Council is a major problem and seemingly Councillors have no investigative powers under their code of conduct. If we take the Councils responses to complaints at face value appear to be advisory--but designed to mislead and if followed leads to the loss of the right to use other bodies to resolve the issues--so beware. Councils are masters of deception.

itsamess, what you say can be clearly seen when Housing Associations take over council houses, despite being legally obliged to maintain the houses under the same rules as the council would, no body ensures they do.

Hence Swindon tenants should not agree to a transfer, at least residents can vote out Councillors they can't vote out a housing association.

For years, Swindon Borough Clownschool has used the RSS, as an excuse for their tired, one track, "economic strategy".
Selling out to developers, whilst destroying heritage, civic pride, and community structure.
They will carry on as before, but with one less excuse.

I Too, I fear you could be right, it seems they may have no intention of a radical reduction in the number of houses despite Rod saying on a number of occasions he was against mass development.

I am however hearing some very positive comments about the new Burma site development with some forward thinking ideas, which seem to take the risk out of first time buying.

The Burmah site would have made a better university site, than the view destruction planned at Coate (a bigger site, with less objection).
However, now that the university charade has now been exposed for the bluff that it was, SBC still plan to build 750 houses at Coate.
No RSS to blame this time. No university carrot / smoke screen, just the usual nuzzling up to developers
