Park dangerously and be fined £30


MOTORISTS who park dangerously in Upper Stratton will soon receive £30 fines in a police crackdown launched after complaints from residents.

Officers this week delivered about 100 warning leaflets to homes in areas where vehicles are regularly left on pavements, too close to junctions, or in other inappropriate locations.

Over the next two weeks police will carry out spot checks and stick fixed penalty notices on the windscreens of vehicles still causing a nuisance.

PC Frank Key, the community beat manager for Upper Stratton, said: “The message to people is to make sure they are aware of the problem.

“And to make sure they park in an appropriate manner so everyone is able to use the roads and pavements without obstruction or danger.

“People are now fully aware that the problem has been highlighted, they have had ample time to change their Parking behaviours and if they don’t they will be subject to on-the-spot fines.

“We want to let the community know that people’s concerns are being taken seriously and hopefully, if people know we are taking action, they will self-educate and deal with the problem themselves.”

Several residents raised the issue with Upper Stratton Neighbourhood Police Team when the force’s mobile exhibition van was outside the shops in Beechcroft Road on Saturday, July 24.

This week, PC Key and PCSO Mandi Coles delivered the leaflets at parking blackspots in St Philips Road, Farrfield, Winton Road, Hatch Road and Carman Close.

One of the main problems is cars parking on the pavements, thereby forcing pedestrians and people with pushchairs or in mobility scooters onto the roads.

Police will also be targeting motorists who park too close to junctions, block access for emergency vehicles or obstruct driveways.

Paul Russell, the clerk of Stratton St Margaret Parish Council, said at a public consultation last Saturday and a planning committee meeting this week residents also complained about dangerous parking.

He said: “People park half on the road and half on the pavement, they park fairly close to junctions and they park in front of people’s drives, especially at school opening and closing times.

“It just shows the level of insensitivity from certain drivers.”

“Parking on the pavement does create problems for people who are disabled and on mobility scooters who might have to go on to the road, so it is absolutely appropriate the police take action.”

Pity the police dont sort out the anti-social behavior of the local feral kids instead of persecuting the motorist AGAIN.

I can think of a dozen proper jobs you should be sorting out but hey what do I know.

Not a bad idea at all. Would be good if they handed out copies of the relevant sections of the highway code as well to remind drivers what they're actually supposed to do/not do.

Marcus, this is not about persecuting motorists it's about allowing pedestrians to use pavements for their proper purpose.

Reality is a lot of the offenders will of course be local residents, and parents dropping of kids to school, some probably travelling just a few hundred yards to do so.

This is just a scam to fund the new toys the the soon to be defuct police chief wants to buy with our money.

I personally cant wait for the oppertunity to VOTE for who I want to run the police in my town.

NONE of the present muppets need bother to apply as they are cr*p and should,nt be left in charge of a running tap, let alone run the police force.

If most of the un-necessary yellow lines were removed this would allow people to park with enough space for all.

Blocking the road to the fire and ambulance should allways be paramount in motorist,s minds, but dont hound the motorist for the sake of increasing funds for the pension or social club at police force headquaters.

I do not think a thirty quid fine is unreasonable certainly more proportional than wheel clamping.
Public Resources and and amenities are generally abused by an inconsiderate, selfish minority. They indulge in a me, me, me culture.
Spit chewing gum onto the streets, speeding and road rage, park actross driveways, chuck litter and fly tip, dog fouling, wanton vandalism etc. etc.
All low level stuff that cumulatively impacts on everyones quality of life. I do not know how society can rid itself of such ill bred, ignorant people.

You've heard of "soft drugs lead to harder drugs"? Ever considered that soft crimes, like motoring offences could eventually lead to harder ones? Ever considered that the feral children about which you complain got their bad attitude from their parents? Ever considered that parents portraying speeding, jumping red lights etc. as OK "coz it don't hurt no one" gives kids the message that it's OK to break laws you don't like?

Thats why my "kids" have never brought "plod" to my door for anything.

But the problem is as you say the parents. More intersted in the jobs, what telly, what car, what anything, but the kids are not anoying me so I dont care.

Plus, you cant touch the little darlings, so dont bother me with what they,ve been upto, eastenders is on.

But interesting analagy. but it doesnt work in the real world.

Here,s what our illustriouse leaders have brought our wonderfull country down to.

When it happens in Swindon I will personall dump my rubish in the council leaders front garden and place bin in window.

I have allready spoken to them about this rubbish service and bin promised it wont happen.

Police are being brought in for extra patrols after a series of angry clashes between residents and council workers - over bin collections, it emerged today.
Officers will be drafted in during bin round times following a series of 'disagreements' between homeowners and refuse workers.
The confrontations erupted after bin men refused to collect a string of wheelie bins left outside homes in the Tredworth area of Gloucester.
They said they would not empty the bins because of the city council's strict policy of only emptying bins which were fully closed.

This inititive should be swindon wide and should operate all the time the police should also do more to stop other bad driving habits i have recently witnessed drivers turning right/left where they should'nt also drivers going through no entry signs personally i think driving habits such as these should be heavily penalised.

On the subject of petty crime i would like to see this country adopt a zero tolerance attitude such as what was introduced in New York USA some years ago which resulted in a much reduced crime rate, however i feel if this was adopted in this country all the appologist would have a field day making excuses for peoples bad behaviour, it's not there fault (it never is!) that they dropped litter,spat on the ground, swore,or any other anti social behaviour can you imagine it ?

Great news, about time that the Police went after the selfish school parents. I'm sick of seeing the lazy sods parking where they want. Why must we all suffer so that those ignorant parents can jostle for position every day. Stick em on I say and get the lazy brats walking.

It could be said the Police have become negligent and lapsadaisical when it comes to on street parking regulations and road traffic acts that are still in force. Despite the Councils taking over enforcement of on street parking and double yellows the law was made out quite strictly to prevent corrupt practice and use of double lining as a revenue collecting excercise. In fact the law is quite specific as to the purpose of double yellow lining being used to keep main traffic routes clear and to protect access to businesses. In fact our Council has increased usage of double yellows quite noticeably in residential areas with little or no legal parking due to them being older areas of the town with no facilities to build parking spaces to the rear or front. How many times have we heard of the wardens blitzing areas from 6 am until 7-30 am in the mornings and late in the evening when residents are sleeping--or relaxing after work. How can residents park when there is blanket coverage by double yellows? That friends can only be deemed as corrupt practice and a revenue collecting practice. Then you have places with no double yellows approaching junctions where vehicles park when the traffic acts do stipulate there is no parking within a set distance. That is still within the remit of the Police. Our Council has a good system to avoid appeals--they ignore them. It is a free appeal but relies on the Council replying to allow the appeal to be heard and they know a massive 80%+ are succesful as most of the traffic orders issued to install the lines are flawed and illegal. Councillors for the areas blighted with these issues have no idea of relevant law and cant be bothered to attend the meetings which pass the order--they simply send a paper reply to claim expenses. This does not detract from the parents who drive their kids to school and park on the pavements--quite often short distances from their homes to schools known to have a lack of parking. There again it has to be said there are rarely adequate crossings for kids near schools. Lets face it our Council has contracted most services out--some to ex council depts which we still have to pay pensions for and an inferior service by ex council staff that need 5 bodies to do 2 bodies work. Hardly surprising our Police cannot deal with traffic problems as they are tied to the Council and ridiculous laws that have made them revenue collectors rather than dealing with the serious problems of crime in Swindon.

Our Swindon wanted the houses, the residents, the council tax revenue but has made very little provisions to accomodate the extra population and car numbers.
I might break some news, but cars have been around for 100 years this is not a new problem!
What I find disgraceful is the obvious lack of foresight and sensible decision making of the council, we have a problem with parked cars and so what is the answer? double yellow lines and law enforcement!!
Is this going to solve the basic issue that there isn't enough parking spaces available to around MOST swindon streets/roads?
NO!!!
There is 2 schools of thoughts:
one is to proactively solve the root problems
the other is the Ostrich policy using the law enforcement to palliate to a lack of intelligent action

Many people have driveways that they do not use, and even more garages that are full of junk so they can't put the cars in. Address these issues, and perhaps parking would be less of a problem.

Of course we must not forget the previous councils vain attempt to fill the over priced town centre car parks.

Yes I refer to residents parking zones. Even that was totally mis-managed by issuing more permits than spaces available.

I invite you to Grange Park any time after 6pm - at the T-junction of Sudeley Way into Bosworth Road, turning from Bosworth Road into Chandos Close and Chandos Close itself if you want to see blatant flouting of the Highway Code by parking on the roads/pavements opposite junctions!

It's unbelievable and down-right dangerous! And in Chandos Close there are bladdy car parks - so there's no excuse to park on the roads if you've no room on your drive or in your garage!

Do you know how awkward it is to pull out at a T-junction when there are cars parked opposite you - especially when it's difficult at the best of times to see round the corners (which you can't because there are cars parked on them!)...

Grrr!! Whinge over...!

The reason people park on the pavement is because the roads are too narrow. We have to leave room for the fire service and ambulances.

I have a nice collection of police peoples cars on the pavements and loads on double yellow including council owned vehicles.

Tolerance is what you need to practice. Not call a couple off hobby bbobbys to blancket cover the whole area "for profit"..

The whole street were I live, have no choice but to park with one set of wheels on the pavement.

Remember folks if you park on pavements or breach any traffic law and your car is damaged your insurance company has the right to refuse any claim--and you can have your car removed if it causes an obstruction to any road or pavement.

The whole issue of parking recklessly is a contentious issue and in many cases due to laziness and lack of consideration for others. Not helped when you have Councils and Police with different powers. As i have stated before most double yellows have been laid illegally and against the general principle of the law. If anyone challenges the traffic orders the Council purposely fails to provide the proper information to challenge. Surprising as we do have a large legal team at the Council who do not seem to know the basic traffic regulations--or choose to ignore them.

But you're missing the point, if people used the car parks, it would involve the lazy ignorant wotsits having to walk a few extra feet - far easier to block the roads,pavements etc and p... everybody off and then hurl abuse at people who tell them what a great piece of parking that is

Its always going to be the way that keen motorists are always going to park there vehicle wherever they fancy and where they want!!
I agree it is unfortunate that and tricky that it is hard to beable to see cleary at a T juntion when there is an obstruction blocking your path!
Unfortunatley you have to deal with it the and I totally sympathise to the predicament!!

I drive my son to school in that area and always use the car park (I would walk but it's a couple of miles and I work in the opposite direction), and he does often ride his bike to school. There are always going to be some people who park inconsiderately on school runs, but as someone pointed out already, there is no point policing it in the school holidays.
