Any ideas on £700k spend

RESIDENTS are running out of time to have their say on how £700,000 is to be spent.

The cash, gained by the council thanks to section 106 agreements with developers, could be used for any projects in the northern development sector – covering the Haydon and Abbey Meads area.

Residents have until February 28 to come up with ideas for spending the money.

Among the suggestions at the moment are a community building, security lights for a children’s play area, or buying grit bins for icy weather.

Anyone wishing to register an idea can do so by emailing ward councillor Peter Heaton-Jones at peter@swindonconservatives.com or writing to Vera Tomlinson at Vera Tomlinson: Civic Offices, Euclid Street, Swindon SN1 2JH.

So when were they asked exactly. Also is it wise for our MP's mother to pop her head up. Perhaps writing to Vera given it is Thursday may not be a good idea. SBC take at least 10 days to process anything.

After 11 months of lack-lustre performance, and hearing that a Parliamentary complaint looks likely to be lodged against her son shortly, I'm not surprised that Vera Tomlinson has suddenly 'won' £700,000 of 106 money to 'spend' in Abbey Meads.

There's a name for this, anyone care to remind readers what it is?

Looks like Vera deliberately didn't tell the Adver until it was too late for residents who are not members of her residents association to change her plans for a legacy. building

Quite possibly the money could be used for a really exciting thing like painting all the grass green or renaming all the roads after famous people--you know things our crazy council does with money. Too much to ask for something to benefit the community.

Every issue that we have raised with either Justin or Vera has had the same reponse " There is nothing we can do as the Council have not adopted this area yet, it is down to the developers", This includes putting in parks as promised, sorting out the parking on Redhouse Way and other areas, building a local pub, sorting out street lighting, to name but a few. What evidence have we got that they will take notice of the residents. Maybe the money should be used to save public services, the NHS, or local jobs, which are facing cuts under the ConDems 'Big Society' plans.

My understanding--only from what i have heard on here is that S106 money has to be used in the area of the development to benefit the community. Seems the councillors have let that community down.

'Q. Can the payments be spent elsewhere in the district?

A. Payments cannot be spent on alternative works unless the developer agrees. They cannot be used to resolve existing problems elsewhere unless specified in the S106 agreement. The important principle is that the S106 contribution must meet the needs of the development proposed, and not be spent on making good a pre-existing deficiency. For example, a S106 contribution may be agreed to fund a new playground if a playground is made necessary by the development. However the money cannot be used to refurbish an existing playground nearby unless previously specified in the S106 agreement.' Chichester Council site.

This is very interesting because at a public meeting in South Marston a few years ago when villagers were advised about possible housing on local brown field sites, a question was asked of the Head of Planning about S106 money being used to be a community centre.

The planning guy said the money had been ear marked for Stratton St Margaret, now perhaps Swindon's 106 agreement does require the contractor to consent to SBC deciding. Does anyone know.
