Residents say parkers are driving them to distraction

THE streets around Nationwide's headquarters are being used as an overspill car park.

And residents say that the building society's employees who park outside their homes are making their lives a misery.

Each morning dozens of cars line the streets of Riverdale Close, Tismeads Crescent, Glenwood Close and Croft Road because Nationwide's car parks in Pipers Way are full to bursting.

It has left many residents unable to park outside their houses and has obstructed emergency services.

John and Mary Hamblin, who live in Riverdale Close, say that the problem has been there for years and is steadily increasing.

John, 81, said: "I remember last week, I counted 21 cars all parked in a row on Glenwood Close. It's causing a real hassle."

Mary, 69, who is an associate practitioner at the Great Western Hospital, said: "I've just returned from the hospital after being treated for a broken femur and the congestion is so bad that the driver of the ambulance which dropped me off had a really difficult time getting through because of the number of cars parked on corners.

"They just don't seem to care where they park. Some make sure that they aren't blocking driveways and others just park where they want.

"Most of the times it is just a few inches away from the yellow lines so they don't get towed or clamped. It is a hazard to be parked on corners.

"One of these days there is going to be an accident which is then going to cause a massive pile-up.

"We live in an area where there are quite a lot of elderly people and they have carers who look after them. There have been instances where carers haven't been able to get through and park close by, because the space is taken up by Nationwide employees."

Frank Webber, 80, who also lives in Riverdale Close, is equally unhappy about the problem. He said: "It just seems like Nationwide never has enough parking. This has gone on for years and it just doesn't seem to stop.

"Why should we residents have to suffer? It just isn't fair. There has been talk of closing the gate to Nationwide, which enables people to walk through after they have parked their cars, but it's never been done.

"It's about time that the council did something about the problem."

Eileen Wickerson, 78, of Glenwood Close, was so fed up with the parking issue that she put notices on the cars parked in her street yesterday morning.

She said: "I've just been out putting these notices on the cars."

"It's just ridiculous, there's about 20 cars parked all the way from where Glenwood Close breaks on to Riverdale Close all the way up to the roundabout.

"I've even had a neighbour come and ask me for notices since she's got cars parked outside her house. I had a delivery van park right outside my house and his reason was that there was nowhere else to park.

"He was delivering something for a resident and he couldn't find a place to park. They park here because it's quick for them if they park here. They don't want to walk far, and this is ideal for them, but why should we suffer?

"The new housing development coming in Wichelstowe will create more problems if this situation continues. The hundreds of houses being built will need parking spaces. What it's going to be like then, God only knows."

Nationwide employees said that hey had no choice but to park in streets behind their workplace because of a lack of parking spaces at the company's HQ.

And some employees parking their cars in Glenwood Close yesterday said that they had been advised to park elsewhere by Nationwide until the car parking situation is resolved.

One employee said: "Yes, we know there is a problem and understand that residents aren't happy about the parking, but as far as I am aware the company and the council are trying to sort it out. And hopefully it will be resolved soon."

Taimoore Rafique who also works for Nationwide, and had parked on Glenwood Close said: "I park here because it's closer.

"I've been around the park and ride, and also down to the car park, but there aren't any spaces so I'm having to park down here. I could park down Croft Road, but it's too far to walk down and I'd be late for work. If the council allotted us more spaces at the park and ride I think the problem would solve itself. At the moment we have 100 spaces there and say if we had another 100, or perhaps even 50 more, that would definitely help."

A Nationwide spokeswoman said the building society's Pipers Way site provided 1,600 car parking spaces for its 3,000-strong workforce. She confirmed that Nationwide was looking into alternatives for providing extra spaces.

She said: "Traditionally January and February are the worst months for parking as the numbers of holidays taken are low due to the days being darker and colder.

"We regularly write to employees requesting that they don't park in these residential areas given our good neighbour' policy.

"We are not aware of any internal communication that suggests employees should find alternative spaces within the surrounding housing development.

"However, we have sent out communications in the past encouraging employees to consider alternative means of travel work.

"To help reduce the numbers driving to work, we actively encourage green travel' by providing flexible contracts, home working, car share arrangements, extensive facilities for cyclists and motorcyclists and subsidised bus travel.

"Nationwide House Campus can accommodate more than 1,600 vehicles and we have an agreement with the local authority for 100 spaces at the park and ride.

"We actively promote car sharing and currently have 1,700 staff registered to use the car share scheme.

"We have put in a proposal to the council for additional car parking spaces and we are currently in ongoing discussions with the Highways Agency regarding this application. We are also considering opening new sites, which could create up to 200 extra spaces."

Dozens of cars have been parked in the side streets off Croft Road, in spite of more car parking spaces being made available by Swindon Council.

The local authority increased the number of spaces available to Nationwide staff at the Wroughton Park and Ride this week.

A spokeswoman for the Swindon Council said: "We currently have an arrangement with Nationwide allocating 100 parking spaces to its staff at the Wroughton Park and Ride but due to increasing staff numbers a need for extra parking has arisen.

"Following discussions with Nationwide we will increase the number of spaces available for Nationwide staff to use at Wroughton Park and Ride for a month, starting this week.

"Over this period, the number of extra spaces used by staff will be monitored so we can then make an arrangement for an increasing parking allocation appropriately.

"We are also actively working with them to improve parking on their site as well as green travel options' Councillor Mike Bawden (Con, Old Town and Lawns) has been working with residents to find a resolution to the parking row.

He said: "As far as I am aware, the borough council want to give Nationwide planning permission to build this extra parking space, but they have had a directive from the Highways Agency saying that the council cannot actually issue permission until the Highways Agency have agreed.

"I was out counting the number of cars parked in those areas yesterday morning and in Tismeads Crescent itself there were about 60 cars, and a whole lot more down Glenwood Close.

"I am now challenging the Highways Agency on the time they are taking to make a decision.

"I also don't think they are right to say that the council cannot give the permission.

"It is a problem that needs to be addressed now.

"The longer you wait, the more hassle it becomes.

"My first responsibility is to the residents and my second responsibility is for Swindon employers to have a fair crack at the whip.

"Nationwide employ a huge number of people and generally support the community, and I am supportive of that.

"We're doing everything we can to come to a solution and hopefully it'll be resolved soon."

I understand that the public highway is not actually a public parking lot? Correct me if I'm wrong but the message used to be that obstruction of the highway is an offence, never mind the suggested 'Nimbyism'.

It is the new intellect that the car is man's/or woman's best friend and has to be used daily ... it's a bit like walking the dog!

How many Nationwide employees ever walk anywhere, like the majority of the population, other than shopping, probably never!

Sapndau the elderly are owed a lot, respect, thanks and the right to live their remaining years without their little time being blighted by those too lazy to use their legs to walk a few yards. Above all else the elderly have actually paid into the system a good proportion of the younger generation have paid nothing but get everything. As for this problem, I like the comment that the council should allocate more spaces at the park and ride.? Why Nationwide is a private company. Why should the tax payer subsidise them. Perhaps the Council ought to do what they do with new planning application, ie specify how many spaces Nationwide should provide and then Nationwide should say to employees car share, catch a bus or walk. What needs to happen here is for the Fire Brigade to do an access inspection and if they cannot get to all houses then the police should put tickets on the cars, because the 'criteria' for unnecessary obstruction has always been whether an emergency vehicle can freely pass.

This has only got worse recently because THE COUNCIL recently told Nationwide employees that they would be clamping anyone parking in the Park & Ride without a valid permit.

They have caused this problem because they are greedy and have noticed that far more than the 100 car spaces agreed for Nationwide were being used.

However, taking away the Nationwide employees who park in the park & ride leaves a tiny number of cars who actually pay up and use the P&R service as it was intended! As we know the P&R at Wroughton is a loss-making white elephant, badly planned, badly designed and poorly run.

There is SO much space in the P&R which is not being used, if the Council were not so short-sighted about this and came to a solution rather than just forcing employees out of the P&R this would not be happening!

It's all very well to ask NW employees to take the bus or walk but what should they do if they live outside Swindon and not on a bus route?

Like the first post said - it IS legal to park on the public highway if you do not block driveways and do not park on yellow lines. The vast majority of cars parked down these roads adhere to this. The residents have no grounds to complain, seeing as most cars will be gone by 5PM anyway.

I'm with you RFM, we should restrict parking outside the house of anyone who's over 60, but only if they've paid tax of course. Actually why stop there? Lets issue the elderly, taxpayers only of course, with the power to issue tickets and carry out wheel clamping. That 'll show the young'uns not to mess.

DC the post was aimed at the elderly, hence my response. Any citizen who pays an addition to their rates for the benefit of a drop down pavement is entitled to have that left clear and not just directly but to enable a car to get in and out which means no parking opposite. It is a valid point that if NW employees want to buy a permit then the allocated spaces should be increased provided that it leaves sufficient for it's intended use. Only SBC and the Bus Company know the actual through put.

If they don't like it, they can lump it. You either keep it as a public highway, or you introduce double yellows. I live on Shrivenham Road and have to put up with football traffic parking outside my house but I dont waste my time with stupid notes.

And what are the residents proposing if they object to people parking legally? Maybe they'd prefer people to park on yellow lines...

Maybe Swindon council should charge residents for a "residents only" parking scheme like they do in Chippenham & Bath, that would surely make them happy. If they want a reserved space on the public highway, they can pay for it.

How can "People park legally" be news? Aren't there enough drunken Swindonian chavs knifing each other any more?

Not to worry, the new chief exec and his mates are busy slashing the numbers of staff working within Nationwide. In about twelve months Nationwide will be offering its own Park and Ride scheme with free busses stopping at the job center in town.

The Residents Assiocations in the area should push harder to force Nationwide, their staff and the £BILLIONS of £ invested in the local economy (through Salaries, Charities and local tax )to relocate to another town. The Council could then hand over the site to the Travelling Community and some Scrap Yards/Reprocessors/r
e-cyclers. - or more high density social housing
NIMBY'S Rule yeah, yeah , Yeah.

Personally, My car is Taxed, Has an MOT and Insurance - This allows me the freedom to park on ANY public road as long as i abide by any lawful local/Parking restrictions.

As an employee of Nationwide and a resident of Croft road i am getting increasingly frustrated with the residents of Tismeads. The crescent is not a residential parking area and there are no double yellow lines, therefore there is nothing to say people can not park there. the notes people are leaving on cars are not working and end up littering the streets. i have witnessed members of tismeads several times approaching people that have parked there in a threatening manner (i have also been subject to this when my car was parked there 100m from my house)and creating arguements, which i believe is not fair. yes, there is insufficient parking spaces at Nationwide and it may be annoying to have many cars outside your window, however as long as they are not blocking your driveway then there is nothing to complain about. Shutting the gate in to nationwide would only anger the many people that do walk to work in the morning. If the residents of Tismeads want to resolve their disputes, they should apply for the area to be a residential parking zone and urge the council to provide the workers of Nationwide with more parking spaces at the park and ride.

they could call in the traffic wardens who regularly patrol the school drop off areas that are now covered in double yellow lines so no-one can park anywhere near the schools at the insistence of local residents, but hey ho, that's another story. If they are parked illegally let them be booked, if not, let them park! I understand there is a bigger issue here, but I do get fed up of all the moaning and griping in this country, no-one ever puts forward a reasonable solution, everything is just moan, moan, moan...

Yes there are problems with parking and these need to be resolved, but let's not forget that having Nationwide in Swindon brings massive economic benefits to the town.

I hope the Council, Nationwide and residents can sort it out between them. I worked at Nationwide for a bit and I think a very large number of employees lived less than 10 miles away so with a bit of imagination this could probably be sorted.

Hey Donkey, get your facts straight! I work at Nationwide when I am not car sharing I travel by train and walk over 6 miles a day to and from NH. I would like to know the legal situation if a car driver disposes of the litter dumped under their windscreen wipers, by swishing them and it litters Tismeads! Is the person who dumped the litter on the car responsible? If so, who is breaking the law the legally parked driver or the litter lout resident?

Iamknackered ... I do apologise to you. You must be a fit person?

When my job used to involve sitting down most of the day, I enjoyed the exercise in getting to and from work.

I don't actually single out Nationwide employees, I also wish the company well, I am a customer, but there is a decent bus service just a short walk away.

When I worked at South Marston Park, it was not served by public transport one iota. Similarly, other Industrial Estates around Swindon are poorly provided for, the car is the only way, especially on shiftwork.

My real argument is that the car is king, and the majority are servants. Granted, if workers have a long journey to work at Nationwide, they cannot all be expected to use other means.

As other writers have put it, the solution lies across the road in the P & R.

In turning this argument on it's head ... it's a bit like those who drive past my home in a 30mph limit at 45-50mph, they wouldn't like me doing likewise past their homes would they? How would some of these employees like it if they were unable to gain access to their property because of needlessly parked cars.

Donkey, they are not having problems gaining access to their property. Plus speed limits are imposed for safety reasons, more so than parking. It's just the usual ragtag bunch of geriatrics using an excuse to moan, and if it wasn't this car parking issue it would be about the councils bin collection or people with hoodies, or pubs staying open too long.

This is an easy one for the police to sort out.
The car owners can be booked for unnecssary obstruction .
Some years ago there was a high court case whereby a solicitor was booked for unnecssary obstruction and he fought the case. The high court judge ruled that everyone paid road fund licence and were entitled to use every piece of road. While the solicitors car was parked on that rectangle of road he was obstructing anyone else from using it.
The outcome is that you can only park legally on a public highway where it states that you can and the police can prosecute

Interesting last post. Swindon councils letter to me said " I can confrim that it is legal to park on Tismead crescent, whether you are resident in the area or not. This does not include double yellow lines and / or any private property which may be situated on this street" . So can we stop this story now? You can park there end of. There really are some ill-informed readers of the "Adver". The parking problem has only existed since 2004 when the perimiter gate was opened. The gate was opened with the agreement that Nationwide staff would not park in our streets. Until very recent times there was just a handful but now the problem has got completely out of hand. The problem has almost entirely caused by our wonderful Council syopping Nationwide staff parking in the Park and Ride. This has only happened in the last week which makes the story newsworthy. The atitude of Nationwide and it's staff is disgraceful given the promise that they made to our Council in 2004. Whilst it is legal to park on any part of the public highway that does not have parking restrictions obstruction of the public highway is an offence. The latest problem has seen Nationwide staff parking at the bottom of Croft Road immediately after the new lights. This situation has already caused at least one accident.

In common with most people I have no sympathy with residents of Tismeads in protesting about cars which are legally parked. Cars parking on the side of the road is a fact of life get over it! I live in Old Town and can never park outside my house and sometimes bigger vehicles/lorries can struggle to get through but short of banning parking this is a fact of life get over it!

To selectively quote section 243 of the Highway Code (which is as important as paying MOT, tax and insurance)

DO NOT stop or park

* anywhere you would prevent access for Emergency Services
* opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space
* where the kerb has been lowered to help wheelchair users and powered mobility vehicles
* in front of an entrance to a property
* on a bend

I suspect one or more these apply to the Nationwide employees.

I work at nationwide and was throughly annoyed with this article.
I live on a road close to town and our street is parked on all the time by people going into town, am i moaning about that? no. Can you hear the people from walcot moaning when a swindon game is on? no, and there getting hundreds of cars...not just the odd 20.
Nationwide have the oppertunity to increase there parking but no, they would rather leave a tennis court in the car park insted. And when you do park in the nationwide car park your most likely to be clamped!! Thats right they clamp there own staff.
I will continue parking on Tismead as i pay my car tax, mot and insurance...because its a PUBLIC road. Its nice to know these residents are looking after our cars though, thanks tismead for the notes...im getting quiet a collection.

Couldn't have said it better - and other vehicles that we are paying a service for like Refuse collections, road sweeping etc but the council don't count unless you want to moan about them for not carrying out those duties. It's ok for the streets where the NW workers come from they probably don't have that problem - their cars are not there all day so their road is clear. Nationwide are hot on fundraising why don't they use this as a way of encouraging staff, where possible, to leave their cars at home and walk to work sponsored for a year and donate to charity.

I've been around the park and ride, and also down to the car park, but there aren't any spaces so I'm having to park down here. I could park down Croft Road, but it's too far to walk down and I'd be late for work.

One thing which isn't mentioned anywhere in this article is the 11A bus service. A few years ago, the Nationwide office was very well served by this service, which stops right outside the main entrance to the building. But for some reason the 11A services get less and less frequent every year and there are none at all after about 9am.

Catching any other bus (other than the infrequent 71) means walking from Marlborough Road or Croft Road, which is a fair old trek all the way down Pipers Way, if the gate which opens onto Tismeads Crescent isn't open.

Come on Thamesdown Transport (a wholly owned subsidiary of Swindon Borough Council), give us our 11A services back!

I live in an affected street, but have sympathy with Nationwide staff. Where else are they going to park?

Almost nobody uses it. I was walking up Croft Road to Old Town and a 901 went past with something like 10 people on it, and that was at peak time. Off-peak, they're lucky to be carrying 2 passengers. That's neither economical, nor environmentally friendly.

Close it down and rent the parking to Nationwide. Residents get their streets back, Council Tax Payers stop funding this and earn some extra income from Nationwide, and we help the environment, too.

I too work at Nationwide. I have been clamped for parking a foot on the red line! I received a letter and was told to look for alternative parking off site! This whole situation is crazy, we just want to come to work at a reasonable time, not 8.00am every day for a 9.00am start just to park our car. Everyone cannot walk or catch a bus. It would take me over an hour to bus, the public transport system is hopeless, improve this and we can use it. The people who car share generally live together, they are not being green its just convenient for them. All of Property Services who manage the car parking have their own private car park within Nationwide, as do the Restaurant staff, ironic isn't. Also the Directors have their own parking spaces, so its just us Plebs who have to put up with this situation. For the very nice poor pensioner who glued an A4 piece of paper onto a colleges windscreen, you are actually breaking the law. There are no restrictions in your street i.e. resident parking or yellow lines so we aren't breaking the law. It woudl be nice not to have a spade, walking stick or verbal abuse when I do park my car.

If these residents dont calm down they will get arrested for criminal damage or threatening behaviour! that would probably fill a whole issue of the newspaper

I work for Nationwide and find it unbelieveable that residents are complaining about people trying to get to work, Nationwide employees only park in these areas because they have no where else to park - the only alternative for some people would be to not go to work at all!!!
Surely there are more important things going on in the area than this I cant believe this was front page news!! I have been following the terrible story of Henry Webster the boy who was attacked with a claw hammer at a local school surely people should get their priorities in the right place there are terrible things happening in the world and in our local area I can assure you that people trying to park to get work is not one of them!!
There seems to be very little tolerance by the residents, I am sure when they were at work their priority would have been getting to work on time maybe they would take up some hobbies so they have less time to worry about other people.

..and if it wasn't for Nationwide being located where it is how much do the local residents think their houses would drop in value? At the moment they sell for a premium preceisely because of the locality for prosepective buyers who are Nationwide employees.

The adver really suprise me printing this as a front page story, there is far worse happning in Swindon! Provided driveways around these streets are not obstructed it is perfectly legal to park here, I pay road tax, insurance etc and the reported threats and abuse of staff and yanking up wiper arms is unacceptabe! Perhaps if drivers decided to stick posters on the windows on the houses of those who litter windscreens they may think twice about employing this action!!

Could Nationwide find out where their staff live, and run buses for staff from key points? Perhaps the North Swindon Park and Ride, West Swindon Centre, Swindon Rail Station and/or places outside Swindon where many staff live. In the long run I don't think more parking spaces is the answer.

Thamesdown should be changing the buses in May. The 15 will be coming to Nationwide throughout the day, not just peak hours like the 11A does currently.

Plus, as it will be coming from North Swindon all the NW workers in Priory Vale/Haydon Wick/Taw Hill etc will be able to get just a single bus to work (as opposed to having to change in town which I currently have to do). This is a great start, but it needs extending to buses coming from West Swindon & East Swindon too.

It's very relaxing not having to drive in rush-hour traffic - chill instead!

Chill reality is they won't use the service unless someone else pays. I see the residents now have Anne, I hate Swindon voters, Snelgrove on their side. That's the kiss of death then.

I'm a Nationwide employee and I'm dismayed that some of the fools I have the misfortune of sharing a building with choose to straddle two spaces, rather than dare let someone else park next to them and risk denting their doors...a blue BMW springs to mind not too far from the Nationwide entrance gate in question. How can people be that selfish when others are struggling to find spaces?!
