HAVE all vehicles parked in Commercial Road got immunity from being booked?

Making my way back to my legally parked car, I followed a man with a full bag of shopping from Canal Walk to Commercial Road.

He then got into his car which was parked in Commercial Road, half on the road and half on the pavement.

There was no parking ticket on the windscreen or a blue badge. For him to have that amount of shopping he must have been parked there for some time.

I came to the conclusion it must be part of a buddy system and he was an off duty traffic warden, or the wardens have been instructed not to book anyone in this road.

It takes all of one’s concentration driving up Commercial Road with parked delivery vehicles on both sides, and two zebra crossings.

How can this inconsiderate behaviour be allowed?
