AS u-turns go, the announcement by the new Home Secretary that ID cards will not be compulsory for British nationals is quite amazing. However, more important is the admission that the Government exaggerated the benefits an ID card would have in fighting terrorism. This demonstrates the truth of the observation, ‘that the whole aim of practical politics is to keep the populace alarmed - and hence clamorous to be led to safety - by menacing it with and endless series of hobgoblins, all of them imaginary’. We now have a £5bn programme focussed on providing a card which will enable young people to prove they are old enough to buy alcohol. What an amazing step, from identifying terrorists to identifying juveniles - you really could not make it up.
