The director of a recycling company hugged his planning agent after councillors took a few minutes to allow him to break up and recycle cars at the site where a fire burned for more than 50 days.
Stephen Bowers runs Swindon Metal Recycling and he had asked to continue a waste disposal business at the Marshgate site, but also to transfer his car recycling operation there.
His agent Stephen May told the borough council's planning committee that Mr Bowers had bought the sight from the Averies brothers, who had been prosecuted after the fire in 2014, at "arm's length" and neither brother had any contact or interest in his business.
Coun Stan Pajak said: "I know where the company operates now in Powdrills, and this site is much more suitable, it's further away from houses. I move we recommend, as long as nothing pollutes the River Cole."
Permission was granted unanimously.
