The Adver obtained the briefing document shared with councillors by Dr Laurie Marsh in August 2017.

In the document, it suggests the council uses its own land for development, granting itself planning consent and increasing its value, and raise the money based on that.

The plan included a concert hall, a university, a canal and a monorail.
