A planning application has been submitted to Swindon Borough Council for the construction of a two-storey side extension and a single-storey front extension at a residential property in Lower Stratton.

The proposal, which is for a house on Retingham Way, has been drawn up by the homeowner, Mr E Hajredinaj, and submitted by his agent, Marcos Makin of Home Plan Designs.

The two-storey side extension is designed to be less than half the width of the existing house and will not extend beyond the current front or rear elevation.

The single-storey front extension will extend the pitched roofline across the property, creating a small front infill extension on the opposite side.

The application was referred to the planning committee by ward Councillor Marco Di Pinto due to concerns about highway safety, the safe operation of the nearby junction, and the potential impact on a nearby community facility, which is a scout hut.

The proposal has received objections from the 1st Stratton St Margaret Scout Group, six neighbouring properties, and Cllr Di Pinto.

Their concerns include the potential for increased congestion and reduced parking availability, which could affect the operation of the T-junction, especially during the construction period.

There are also worries about the scale and position of the extension, which could impact privacy and lead to increased noise.

The scout group has also raised concerns about the potential removal of vegetation separating their property from the proposed construction site, which could increase overlooking and affect the safety of young people due to increased pavement parking.

However, the local highway authority has been consulted and has raised no objections to the proposal, provided certain conditions are met.

These include the provision of a construction management plan to control activities during the construction period.

The authority confirmed that the applicant has shown they can provide the required number of parking spaces (three) for a four-bedroom property and that the existing vehicular access is suitable for the development.

Swindon Borough Council's planning officer, Jo Plumridge, has recommended that planning permission be granted, subject to conditions.

The officer's report acknowledged the objections raised but concluded that the proposed extensions would not harm the character or appearance of the dwelling or the surrounding area.

The report also noted that the proposed extensions would not increase overlooking to the land occupied by the Scout Association beyond that which is already possible.

In terms of residential amenity, the report concluded that the proposed extensions would not give rise to undue harm to neighbouring properties.

The proposal is considered to comply with the relevant policies of the Swindon Borough Local Plan 2026, which seek to deliver high-quality development meeting the housing needs of existing and future residents.

The proposed extensions are designed to provide additional and enhanced living space for the occupants of the house.
