A TRAFFIC census caused chaos on the M4.
The survey, which was taking place near Chippenham, forced drivers heading east who wanted to leave at Junction 17 to queue on the hard shoulder.
Hundreds of cars had to wait for more than an hour to get into Chippenham.
One motorist said: "I was stuck on the M4 slow lane, stationary.
"I can't believe the police would supervise such a dangerous exercise. There can be no reason why a census should cause such terrible traffic."
