Swindon politicians square up over funding

A CREDIT crunch inspired punch-up is looming between Swindon’s Tory and Labour politicians over council cash.

Coun Nick Martin, the man who holds the council’s purse strings, says the Government should be bailing out local councils.

But South Swindon’s Labour MP Anne Snelgrove is calling on Swindon Council to do its bit to help families feeling the financial pinch and use cash reserves to slash council tax.

Coun Martin, lead member for resources, has hit out at what he sees as a lack of support by the Government for struggling councils.

He said: “They can find money to bail out Scottish banks but councils that are already under-funded are not getting the help they need.”

He was speaking after local government minister, John Healey, announced a 4.2 per cent funding increase for English councils next year.

But Coun Martin said the difference the funding – which works out as 1.75 per cent for Swindon – would make was negligible, especially as the council is about to face an increased landfill tax.

He explained that the increase in funding from the Government would amount to approximately £859,000 but around a third of that would go on the £296,000 the council will have to pay in increased landfill tax.

He said: “The Government is giving with one hand and taking away with the other.

“We have invested £2.1m this year in trying to reach our target of recycling 50 per cent of waste and have already managed to get that level to 47 per cent.

“Councils are the ones providing everyday services that affect people’s lives – why can’t the Government give us some of the help that it is so ready to give to the banks?”

But Mrs Snelgrove said the council could do more to help residents in Swindon.

She said Labour councillors in a London borough proposed ploughing some of its council’s cash reserves to fund council tax cuts – while leaving enough for emergencies.

“I think this is a good idea. I don’t know how much Swindon Council has in reserves but I do know that the council needs to be thinking how it can do this,” she said.

“Government is not sitting back and doing nothing, it has cut VAT to put cash into more people’s pockets and there are a number of measures that the Government is carrying out to help hard-working families.

“We all have to make sure that people are helped so I think that Swindon Council should be looking at its capital reserves and seeing if it can do something even if it is a one-off.

“Clever accountants can do clever things.

“We are living in extraordinary times and we all need to be thinking about what action we could be taking and it is not just central Government that should be acting.

“The council needs to think about how it can stimulate the local economy.”

I've never criticised Mrs Snelgrove on here before. But there's a first time for everything....

Firstly, council tax rises in Swindon appear to be greater under Labour than the Tories. I have heard Labour say that it is because it was expensive going to a unitary authority. But there were a lot of rises after that change.

Secondly, we don't know how long this downturn will last. To spend reserves (and I'm glad to hear there are some - are you listening Mr Darling?) too soon would be foolhardy. We really don't want SBC to get into excess borrowing if their reserves have been given away.

Thirdly, I'm beginning to sound like a Tory. I'm going to have a lay down in a darkened room.

The only good news to come out of the budget is the top rate tax increase which will hit the appalling B-Liars !!!!

Again is the council going to pass on this 2.5% cut in tax - we all pay VAT on parking and what other services might I ask, Leisure centre?

local councils and all civil services are the greatest financial burdens we need to sort out before this country can become viable as a business .

civil services = money sponge

these people who are running things are living in a totally different world to the rest of us .

everything is laid on for them as if it had jam on it .

councillors come out in the real world and see what its like please .

Diddling council tax payers again???

I sometimes think that Snelgrove is a sandwich short of a picnic making benign comments like this. How many other Labour councils are sitting on a secret stash of money?

She thinks it is a good idea that the coucil spend our cash but she doesn't actually know how much cash there is.

Here we have the classic dilemma. HMG controlling the vast majority of LA funding, and more importantly appearing to favour Labour Councils (how with a 4.2% funding increase, does Swindon end up with 1.75%).

The council should freeze the council tax, and HMG reduce the Business Rate multiplier which would offer real benefit to householders and business. Each an every time HMG attempt to 'help' it costs vast sums of money when thew simple things would achieve the result.

Perhaps Anne would like to answer why Swindon is getting such a tiny increase.

In these cash strapped times perhaps politicians of all persuasions should forego their salary payments from the council coffers.

Pay them only genuine expenses incurred in performing their duties.

Not much but it would help a - drop in the ocean of waste perhaps.

Who will be the first Swindon councillor to volunteer to not drawn any payment other than genuine expenses?

Heard Rob Buckland on the Politics Show yesterday talking about how the Government were wasting money by throwing it around. He did rather dig himself into a hole over Swindon receiving additional funding. Trouble was he didn't know when to stop digging. I think was 3 points for the Labour guy.
