Town centre can be much better


NEW details have emerged about an ambitious plan to create a cultural quarter in Swindon’s town centre.

Peter James, the chief executive of the New Swindon Company and the man responsible for improving central Swindon, granted the Adver an exclusive interview regarding a plan to redevelop land from the old Swindon College site to the Princes Street car park.

Mr James said he wanted to replace eyesores, including the Wyvern car park and the derelict former Mecca bingo hall with a new auditorium and public gardens as part of his vision for the cultural hub, which would be called The Promenade.

He also revealed his desire to entice the University of the West Of England into the development and to construct a new Civic Offices building in the area.

He said: “I am trying to create some sort of cultural complex in The Promenade.

“We want to create a real buzz around the place, and you would have all the people connected with the arts scene in Swindon gravitating towards it. It could be very exciting.”

Providing a home for culture in Swindon town centre is a long-standing aim of Mr James and Swindon Council.

Mr James said: “What I would like to see anchoring that development would be some form of auditorium. How big it is would really depend on the rest of the development.

“There is also some sense in moving the Civic Offices over there – they would be able to use the auditorium.”

No investors have currently signed up to the scheme and Mr James said: “It will be a long-term project and, of course, depends on funding, but I think there could be corporate support for this.

“Companies would support the right scheme that makes the most of what Swindon has to offer and also attracts visitors to the centre.”

One victim of any redevelopment would be the old Mecca bingo hall.

The building, which was opened in the 1920s, has become an eyesore since Mecca moved out of the site in April 2008.

Mr James said: “We have just found some more asbestos in there.

“We may well pull it down and have some sort of public garden.

“I was hoping to have some temporary use for the building, because it doesn’t look particularly attractive like that, but the asbestos made it impossible.”

Council leader Rod Bluh said: “The whole cultural complex would be extremely exciting if we had the necessary funding in place to go ahead with it.

“I think Swindon needs a bigger theatre and more flexibility in terms of the size of the auditorium.

“In terms of the Civic Offices being located there – that hasn’t been discussed and would be a matter for consideration. At the moment any talk about that is just pie in the sky.

“The idea of having the university in the town centre has always been the plan.

“How that may manifest itself and in what location still needs to be decided.”

'It has to be done properly'
THE vision of a new cultural complex has been cautiously backed by leading lights in the Swindon art world.

Their message to Swindon Council and the New Swindon Company is clear — if it is done it has to be done well.

Matt Holland, the organiser of the Swindon Festival of Literature, said: “I would welcome any more places for artists to use and for culture to be celebrated.

“There are times when I get a bit desperate for venues for the literature festival. On the other hand it is rather nice how we use venues from the largest theatre to the smallest pub.

“It is a big challenge — a great challenge but one that will have to be done properly.

“For a scheme like this to work it would have to be really beautiful and full of greenery and water, and something that gives people a feel of the place. A concrete hull won’t do that.”

Pollyann Tanner, the director of the Tanwood School of Performing Arts, said: “I think it would be great if Swindon could attract bigger shows.

“I know why they don’t come – the auditorium is not big enough, so it would be fantastic to have something better.

“There are a lot of artistic organisations that would support that.

“The cultural scene in Swindon is strong and certainly in principle I think the idea of some sort of cultural quarter is a good one, but ultimately I will believe it when I see it.”

Shoppers in the town centre had a mixed reaction to the plans.

Chris Thomas, a 56-year-old postman, said: “I think it’s a brilliant idea. It is exactly what this area needs because it is quite rundown. I hope a lot of local groups will be involved rather than bringing people in from outside.”

Gemma Cross, 26, from Cheney Manor Road, Rodbourne, said: “They’ll just change their minds again in a few years time and blame it on the economy.

“I think instead of wasting money on drawings and big ideas they should tidy up what they’ve got already. It’s all very well having dreams for what’s going to be there in 20 years’ time but we are living here now.”

Well said Gemma. All this interview has done is to re-enforce the view that Mt James simple does not have a clue after 8 years of wasting money.

He just wishes to hold on to his job for as long as he can.

What's that song for the Thompson Holiday adverts,
'Dream the Impossible Dream'. I think Mr James was clearly asleep when he gave this interview.

Aren't we all sick of all this talk and no action?

I'm 110% behind the regeneration but have lived in the town centre for 8 years waiting for SOMETHING to happen.

The NSC talked about the Promenade as a cultural quarter back in 2000, promised plans were being drawn up 5 years ago.

It's just more of the small pie-in-the-sky talk from Peter James. No doubt we will employ consultants to draw up plans that have no funding or realistic chance of seeing light of day. Then a public consulation, then it will get canned.

It's all so disappointing.

This article is highly illuminating.

After 8 years and countless millions of wasted taxpayers money, Peter James is not saying anything that any of us could say:

"I'd like this here and that there and a bit of this just where I'm standing.

Wouldn't it be great.

Mind you, we don't have any funding for it and no developers have any interest in actually doing the necessary work"

Come off it, the game is up.

Anybody could pull down the Mecca Bingo Hall and replace it with a garden, for crying out loud, all you need do is flatten the place and plant a few bushes.

I know that the New Swindon Company specialise in demolishing existing buildings and then doing nothing with the land, but putting a garden on the land isn't exactly a major step forward for the regeneration of a major town.

From Peter James at NSC to Rod Bluh at SBC, all we hear is 'might' 'if' 'could be' etc.

In fact, I think Rod Bluh was closest to the mark with his comment "At the moment any talk about that is just pie in the sky"

He was talking about a move of Civic Offices (what? Council staff have only just moved into a new, purpose built civic office!) but he may as well have been talking about the regeneration of Swindon as a whole.

We've missed the boat. The economy does seem to be moving in the right direction but cities like Bristol, Birmingham and Reading got their big redevelopments underway back in 2005/2006 - when money was easy to come by and times were good. These regenerations are now complete, have been for a year in some cases.

Swindon didn't even get the plans ready for 2009, let alone get any real work started.

Let's face it, the only real nee development in the town centre is the **** library. All very nice for people to access free internet, I'm sure, but as a real benefit for the town, it's done very little, if anything.

Time for the New Swindon Company to call it a day, I think. It was a decent enough idea on paper, but they've just not achieved anything in practice. They are far too expensive to justify their own existence, I'm afraid.

What a lot of guff (sadly). SBC and the NSC keep name-checking culture as some sort of lever to try and get public support - but the irony is that they seem to be the ones most responsible for ensuring its demise. Wasn't an art gallery originally included in the plans for the old college redevelopment? That soon got dropped, didn't it? Weren't we all told that a town centre cinema in the new development would be a cultural boon? Then what, pray tell, was the old Mecca building used for before bingo? Ah yes, it used to be a CINEMA! But lets just flatten it along with everything else. As for the locals residents, by the college, it appears that we're going to get to 'share' the late night culture courtesy of all of the wasted chavs emptying from the latenight bars and take-outs which will be located there when (if?) they develop the site and turn it into a through-route into the Eastcott.

All guff and no money.

It all sounds marvellous, and indeed I was in the Town Centre when I saw James Wallin interviewing Mr.James.
If only we could believe the vision might reach reality!
But that vision is worlds away from Swindon Centre at present, with many undesirables hanging round the streets including some unemployed and single mothers and children.
This is the reality. I used to work helping these people.
I'm sure many others, like me, avoid spending any unnecessary time in the Town Centre.
There are no positive vibes and it will take Mr James and associates an awful lot of vision to convince us that anything will, and can, ever change .... sadly.

I went to see Kasabian at the weekend and whilst the gig was brilliant I just couldn't forget I was in a Leisure Centre.

A town with a population of 190,000 and we watch the big bands play at a Leisure Centre.

After thinking about some of the big acts now coming to Swindon, we deserve better. So spurred on by this I have created an online petition for a purpose built multi-use concert hall.

The petition is in the form of a Group on Facebook. I hope that if enough people join then the powers that control development strategy for Swindon will see what the public want and ensure that we get a centre included in plans.

I believe £5-million was spent compulsary purchasing the former police station.
It would have been far better to CPO The Mechanics' building, but that would please people. Can't be doing that eh? Better to turn £5-million into rubble
