Council may move into Mechanics' to do safety work


THE latest twist in the Mechanics’ Institute saga could see Swindon Council take over the emergency safety work that owner Mathew Singh has so far failed to do.

David Potter, director of planning and transport at the council, is proposing that the council step in and commission contractors to complete the dozens of jobs that were listed in an Urgent Works Notice given to Mr Singh last year.

It is estimated that the cost of the works is just short of £250,000, but Mr Potter has warned this figure could skyrocket when and if the council is finally granted full access to the building.

Mr Potter has compiled a report to the planning committee, which will meet on Tuesday, in which he says he is concerned that the work has not been done.

The report says the Health and Safety Executive will not let Mr Singh do anything until he gets an approved contractor, and mentions grave concerns raised by a Wiltshire fire officer.

Mr Potter said: “The council is continuing to work with its partners to ensure a viable long-term future for the Mechanics’ Institute building.

“In working to this objective, the first priority is to ensure that the building remains in sound structural condition.”

He said the works undertaken to date were inadequate and there was no programme set out for further works, leading to doubt whether the repairs would be completed to standard and in time.

“I am therefore advising the planning committee of my intention to take the measures necessary to complete the works pursuant to the Urgent Works Notice served,” he said.

Mr Singh has been made aware of the council’s intentions and will have until April 19 to demonstrate that he will undertake the work and produce a timetable of when it will be completed.

The Urgent Works Notice alone consists of more than 70 emergency safety repair jobs that must be done to bring the building in line with safety regulations.

This is separate from the HSE notices to stop all work until basic safety requirements have been met.

Mr Singh has said he wants to do the work himself, but has admitted that progress is slow.

He said: “We are continuing to work here and I want to do this myself.

“We are getting a firm of heritage architects to get a plan together in the next few months.

“The council are not doing this to help me – they will send me a huge bill. All they want from me is a programme of works and I am working on that.

“We are working but most of the work needs to be done on the roof and that is progressing slowly because of the weather. There are no normal circumstances with a project like this.”

Daniel Rose, chairman of The New Mechanics’ Trust, said: “The trust would welcome this much-needed action by Swindon Borough Council.

“The trust has continually argued for enforcement action towards the owner and we are pleased that the planning committee has been given this recommendation.

“The owner has had more than enough time to comply with his responsibilities to the building.

“This is the heart that is so missing from Swindon. The Mechanics’ could give us a golden opportunity to bring the people of Swindon together and contribute to the wider regeneration of the town in an inspiring way that we can all be proud of.”

English Heritage in collusion with SBC have consistently blocked any plans by the owner to repair and put the building into a state to use it.

Both EH & SBC are fairly useless organisations - why not approve those plans which were rejected in the past.

This is another example of SBC's hypocritical stance on this matter we won't let you .

Bungling is the best description of EH & SBC- result further deterioration.

Most of the SBC decisions are made by people who have only lived here for 5 minutes.

The Council had the chance to buy the mechanics - didn't and then stopped the owner doing it up with the" help" of English Heritage.

It is disgusting how long this has been going on. The Mechanics Institute was built for the people of New Swindon by the people of New Swindon. And must be saved very urgently! What is Swindon famous for?
Has it got a good reputation, encouraging tourists?
Has it got a thriving centre, based on the plans of SBC / NSC?
It could be famous as the town that had the equivalent of a NHS, 100 years ahead of the times.
It could be known as the town that brought annual holidays to the masses. It could be known as the town that inspired law and order and co-operative societies. It could even be known as the town that brought education to the masses.
All these reforms, and more were inspired by the Mechanics' Institute.
We've heard the talk, and spent the cash, on bizzare regeneration schemes.
Let's try steering WITH the towns' people, and their heritage, for a change.
The Mechanics' is the obvious link, to connect the centre with The Outlet Village.
The Mechanics Preservation Trust have done the hard work, submitting APPROVED plans, featuring a walk through arcade (as a link to outlet village), provision for medium popularity bands, small cinema, conference space etc (basically using the building, multi use, for the community, as it was designed)
All Matthew Singh has done, is allegedly, some internal work, before fixing the roof?
He stopped repairing the roof 8 years ago, because his ridiculous plans were to be called in (ODPM)
SBC have bullied small street traders. Let's see if they've got the balls to do something that matters.
Take on this silly man, CPO the building, bring the community of Swindon together, save our heritage and reputation.
David Murray John, puchased Lydiard House (which was a ruin) and heritage lottery funds were obtained.
Let's do it again.

I agree with most of the posters here. We are lucky that we actually have this sort of heritage in our town that most dont. We should stop trying to turn our town into a shopping clone of all the other towns and build on what we have here already and be different.
After all, most of the SBC workers are still living in th past so they should appreciate heritage. Unfortunately they dont understand change and how to do it, but that shouldnt stop them from trying to and doing what we pay them to do, make this a better town for all of us.
Swindon could be great and different with just a bit of imagination, stop trying to turn us into another Reading or Bristol and make us Swindon! SBC Stupid Boring Complacent!!!

Instead of wasting £450,000 on Wi-fi, which I believe we will never see again, spent it on buying back the Mechanics and return it to the community where it should be. Now if you want a legacy Rod this is the means by which you achieve it.

let the conservationists put their money where their mouth is. Yet again the ratepayers of Swindon are being conned ino financing a pathetic old buiding the Railways did not care about, previous councils did not want to know, I think elections are due and these people think they can jump on the back of a tory win to achieve their selfish plans, yet you and I will be left to foot the bill. Time to dump this plan in the canal and let Swindon move forward, it would be interesting to see how many people genuinely want this building at all ?Remember their will be deep cuts after the election and see how quickly this is quietly moved aside, let Mr Singh develop it sympathetically to the enviroment or the council should buy him out and knock it down, then have a small garden for the public to enjoy

Once again you are way off the mark. I am the Councils fiercest critic and this Council is the first to intervene in the future of the Mechanics and they did approve the plans for a hotel with the monstrous glass structure. The former Councils did not own the building and being GradeII listed it is protected despite some very modern alterations to its structure. Historically it is the centrepiece of an important part of Swindons heritage as are other well known buildings nearby like Park house and GWR Faringdon Rd park as well as Milton Rd Baths which all played a part in the forming the New Swindon Council and the first type of Local NHS in the country later adopted as our NHS nationally. Should we allow the same to happen as our Labour Council years ago allowed the heritage of our rail history to be destroyed instead of saving the magnificent machinery and turntables to be hauled away for scrap--in favour of housing on roads that permit buses only. This building represents the biggest part of our history and could once again be the centre for the community. I can remember the days when it was the magnificent building it was. When you work out who is to blame--do let us all know.

Oh dont forget the buildings this Council is allowing to be destroyed for more hotels--they do like hotels. However i have not yet heard of guided tours of our famous places--to name a few--Corn Exchange--town hall--Lydiard House (restored) after rotting away--most of the rest have gone or been destroyed--Coate is next as very little gets done there now in preparation for all the houses. Old Swindonians will remember more no doubt.

SBD & Mr Bluh have been obstructive at any sensible plan to renovate this building . I agree stuff the Wi-fi but how about letting Mr Singh go ahead with the plans he had turned down - probably because SBC & English heritage didn't think of ot first.

A spiteful reaction to a realistic plan.

Mr Singhs' plans were NOT sympathetic to the environment. They were also far from realistic.
A ten storey hotel, made of glass, in the middle of an historic village? Built on top of a grade 2 star listed building.

I've already outlined a few points. ALL buildings are ugly, when they've been left to rot.
I've already posted some of the uses, that are included in the APPROVED plans, drawn up by the preservation trust.
As for wasting tax payers money, David Murray John (SBC's hero) purchased Lydiard House, when the army said it was uninhabitable, heritage lottery funds were used to restore it. If you read up on the history of Swindo, you will find The Mechanics' to be a far more significant building.

May I ask what realistic plans you refer to because I do not recall any coming from Mr Singh?

There was the glass tower monstrosity which as I Too states was simply not in keeping with the surrounding area. Then there were the recent plans leading to the site manager's resignation due to Mr Singh's unrealistic demands and unsafe practices. Now Mr Singh claims to be doing the work himself but where exactly I can not see.

(parasites).Swindon nowadays is hardly a Railway town, anything but, its a leader in many areas of industry and finance, and is envied by many places, do we see people campaigning for the preservation of the toolroom at BMW or the preservation of the Vickers plant at South Marston, or of many fine ale houses closing due to the current malaise, would the vocal minority respect the silent majority.

The preservation of The Vickers Plant was sadly missed years ago. They built Miles Master aircraft there. This particular aircraft was a largely unsung hero of the war, as it was an ideal aircraft (compared to Tiger Moths) for training Spitfire pilots.

They don't employ gladiators in Rome anymore, but the Collosium is still there. That's history. Something deep rooted, that makes a town unique, providing a focal point for tourists.
What better a building for Swindon, than the building that began the town, also providing a link to The Designer Outlet Village (via the adjacent tunnel).
I'd sooner the £4 million government grant was used to sort this building, than aquiring the expensive paving slabs
